본 논문의 목적은 최근 정치권에서 촉발된 서울 메가시티 논의를 중심으로하는 서울의 행정구역 확장론에 대해 비판적으로 검토하는 것이다. 그 주장의 골자는 서울의 행정구역 확장으로 메가시티를 만들어, 생활권 미스매치(mismatch)를 해소하고 서울의 도시 경쟁력을 강화하자는 것이다. 그리고주요 모델로 도쿄도나 오사카부, 런던과 파리 등을 들었다. 그리하여 이 논술의 우선 과제는 메가시티가 무엇이고, 그것이 서울의 행정구역 확장을 의미하는지 검토하는 것이다. 나아가 그것이 도쿄, 오사카, 런던, 파리의 사례와도 맥락상 정합적인지를 논의하는 것이다. 서울 행정구역 확대론이 지향하는바와 같이, 단일 거대 도시로서의 메가시티는 주로 개발도상국의 거대 도시를 의미하며 슬럼과 같은 도시 문제와 결부된다. 또한 도쿄도와 오사카부는19세기 폐번치현 과정에서 설정된 것으로, 도시화 과정과 무관하게 설정된행정구역이다. 더욱이 대런던(Greater London)과 그랑파리(Grand Paris)는기존 중심도시의 행정구역은 그대로 두면서 광역 기능만을 담당하는 거버넌스 주체이므로, 행정구역을 확장하는 것과 역시 무관하다. 대도시 경쟁력 확보를 위해 필요한 개념은 연계 지향적인 도시-지역 개념, 메가-시티 지역 등이 규모 지향적인 메가시티 개념보다 오히려 적절하다.
This paper is supposed to review critically the arguments for expanding the administrative area of Seoul City, focusing on the Seoul Megacity initiative sparked recently by the ruling party on Korean Political arena. The nuts and bolts of the initiative are letting Seoul to be a Megacity by enlarging it's administrative area, and to fix up the mismatch problems in living areas and strengthen Seoul's urban competitiveness. And as it's typical models, Tokyo Metropolis, Osaka Prefecture, Greater London, and Grand Paris were frequently brought up. Therefore, the task of this paper is to examine what a megacity is and whether it really means expansion of Seoul's administrative district. In addition, it is discussed whether it is contextually consistent with the cases of Tokyo, Osaka, London, and Paris. As the claimants of “Bigger Seoul” are clamouing for, Megacity as a single large city mainly refers to super large cities in developing countries and is associated with urban problems such as slums. Additionally, Tokyo and Osaka were established through the Prefecture-Abolishing processes of Japan in 19th Century, not the urbanization process. Moreover, Greater London and Grand Paris take charge of only wide range functions while leave the functions for small cities to the many cities and small municipalities under the bigger government. So they have nothing to do with expanding the administrative area of their central cities. For the competitive of large cities, the lingkage-oriented concepts like city-region, mega-city region or megaregion are more suitable, than the size-oriented one like megacity.
