본 연구는 OECD 국가의 패널자료를 사용하여 재정거버넌스가 재정건전성에 미치는 영향을 분석하였다. 본 연구는 종속변수로 일반정부 경기조정 기초재정수지를, 그리고 통제변수로 재정적･경제적･인구학적･정치행정적･제도적 변수를 포함하였다. 재정거버넌스의 수단별 효과에서는 재정준칙과 독립재정기구, 중기재정계획이 재정건전성에 긍정적 영향을 미친다. 재정준칙의 유형별 효과에서는 재정수지준칙과 부채준칙, 수입준칙이 재정건전성에 긍정적 영향을 미친다. 재정수지준칙의 효과가 가장 큰 것으로 나타났다. 재정준칙의 유형별 결합효과에서는 재정수지준칙과 수입준칙의 결합, 재정수지준칙과 부채준칙, 수입준칙의 결합, 그리고 재정수지준칙과 부채준칙, 지출준칙, 수입준칙의 결합이 재정건전성에 긍정적 영향을 미친다. 재정거버넌스의 수단별 결합효과에서는 재정준칙과 독립재정기구, 중기재정계획의 결합이 재정건전성에 긍정적 효과를 미친다. 그리고 본 연구는 재정거버넌스 수단의 재정건전성에 대한 효과를 제고하기 위한 정책적 및 학술적 시사점을 제시하였다.
This study analyzed the impact of fiscal governance on fiscal soundness using panel data from OECD countries. This study included the cyclically adjusted primary fiscal balance of general government as the dependent variable and the fiscal, economic, demographic, political-administrative, and institutional variables as the control variable. In terms of the effect of fiscal governance by instrument, fiscal rules, independent fiscal institutions, and medium-term budgetary frameworks have a positive impact on fiscal health. In terms of the effect of each type of fiscal rule, budget balance rule, debt rule, and revenue rule have a positive effect on fiscal health. The effect of budget balance rule is found to be the greatest. In the effect of combining fiscal rules by type, the combination of budget balance rule and revenue rule, the combination of budget balance rule, debt rule, and revenue rule, and the combination of budget balance rule, debt rule, expenditure rule, and revenue rule have a positive influence on fiscal soundness. In terms of the combined effect of fiscal governance by instrument, the combination of fiscal rules, independent fiscal institutions, and medium-term budgetary frameworks exerts a positive impact on fiscal health. In addition, we suggest policy and academic implications for enhancing the effect of fiscal governance instruments on fiscal soundness.
