본 연구는 발달재활서비스 사업의 전반적인 현황및 제공인력 자격 인정 사업에 대해 알아보고 발달재활 서비스 사업의 정책 및 발전을 위한 기초자료를 제공하고자 한다. 이를 위해 공공데이터를 활용하여 2019년부터 2022년까지 전국 17개 시·도의 발달재활서비스 사업 현황 및 발달재활서비스 제공인력자격 인정 현황을 분석하였다. 발달재활서비스 제공기관, 제공인력, 이용자 수, 바우처 집행액은 대도시및 광역시에서 가장 높게 나타났다. 발달재활 영역별제공인력 자격 인정은 교과목 이수자 3,590명, 전환교육 이수자 9,915명으로 나타났으며, 자격 인정 통과율은 교과목 이수 53.98%, 전환교육 이수 63.60%로나타났다. 발달재활서비스 이용자들은 월 3회 이상이용하며, 서비스 비용으로 월 120,000만 원 이상 사용하는 것으로 나타났다. 발달재활서비스 평균 단가는 4년 동안 15.46% 증가한 것으로 나타났다. 본 연구를 통하여 2019년~2022년 발달재활서비스 사업 및관련 자격 인정 제도 현황에 대해 알 수 있었으며, 향후 발달재활서비스 사업의 변화 및 운영 실태를알기 위한 지속적 연구도 필요할 것이다
This study aims to evaluate the overall state of the development rehabilitation service project and the personnel qualification recognition project. The objective is to provide essential data for informing policy decisions and the project’s advancement. The study utilizes public data from the Korea Social Security Information Service and the Central Disabled Children and Development Disabled Support Center to analyze the current status of projects in 17 cities and provinces nationwide from 2019 to 2022. The findings indicate that Large and metropolitan cities displayed the highest statistics in terms of developmental rehabilitation service providers, personnel, user base, and voucher utilization. A total of 3,590 subjects and 9,915 transition education recipients met the qualifications for each domain of developmental rehabilitation, with 53.98% and 63.60% qualifying for transition education, respectively. The study found that users use developmental rehabilitation services more than three times a month and spend more than 1.2 million won monthly on service costs. Furthermore, the average unit price of developmental rehabilitation services saw a 15.46% increase over the past four years. This study offers valuable insights into the current state of the developmental rehabilitation service project and the related qualification recognition system from 2019 to 2022, highlighting the imperative for continuous research to track changes and operations of the developmental rehabilitation service project in the future.
