본 연구는 지역사회 정책참여포탈의 품질이 주민들의 정책참여에 미치는 영향과 각 지방자치단체장의 관심의 조절효과에 대해 살펴보고자 하였다. 이를 위해 지역사회 정책참여포탈을 운영하고 있는, 서울, 경기, 인천 지역 주민들 중 지역사회 정책참여포탈을 활용해본 주민들을 대상으로 설문조사를 실시하였으며, 이를 바탕으로 분석을 진행하였다. 먼저, 지역사회 정책참여포탈의 품질은 시스템 품질, 정보 품질, 서비스 품질이라는 세 가지 차원에서 측정하였으며, 정책 참여에 대해서는 민주성, 형평성이라는 두 가지 차원에서 측정하였다. 그 결과 지역사회 정책참여포탈의 품질 중 시스템 품질, 정보 품질, 서비스 품질 모두 주민참여를 확대시키는 데 긍정적인 영향을 주는 것으로 나타났다. 지자체장의 관심의 조절효과에서는 정보품질이 형평성에 미치는 영향을 정의 방향으로 강화시키는 것을 제외하면 크게 효과가 나타나지 않았다. 이러한 분석결과는 양질의 정책참여포탈 서비스를 제공하는 것을 통해 온라인을 통한 정책참여를 강화시킬 수 있다는 점을 시사한다.
This study aimed to examine the impact of the quality of community policy engagement portals on residents’policy participation and the moderating effect of the attention of local government leaders. A survey was conducted among residents in Seoul, Gyeonggi, and Incheon who have used community policy engagement portals, and the analysis was based on the results. First, the quality of community policy engagement portals was measured in three dimensions: system quality, information quality, and service quality, and policy participation was measured in two dimensions: democracy and equity. The results showed that among the quality of community policy engagement portals, system quality, information quality, and service quality all have a positive effect on expanding citizen participation. The moderating effect of the attention of local government leaders was not significant, except that the effect of information quality on equity was strengthened in the direction of justice. These findings suggest that online policy participation can be strengthened by providing quality policy engagement portal services.
