국민들은 안전한 환경에서 살아갈 권리가있으며, 국가는 이를 보장해 줘야하는 의무가 있다. 안전을 저해하는 다양한 요소 중에서도 ‘교통사고’의 발생 환경은 우리 사회에서 반드시 개선해야할 과제 중에 하나이다. 본 연구에서는 최근 음주운전에 대한 법령강화 정책을 이끈 ‘윤창호 사건’을 주목하게되었다. 보통의 법안 개정은 상당한 시간을필요로 하나, ‘윤창호법’의 경우 기존 양상과는 달리 매우 급속하게 법안 개정이 추진되었다. 윤창호법의 제개정 과정의 역동적 변화의 흐름을 파악하기 위하여 빅데이터 분석을기반으로 제시하고자 한다. Downs의 이슈관심주기이론을 통하여 주요 변곡점을 설정하고 이슈의 주기를 나누고각 구간에 어떠한 내용으로 구성되고 있는지텍스트마이닝 분석을 통해 살펴보고자 한다. 본 연구를 통해 정책 입안자 및 정책 결정자들에게 법안 제‧개정에 있어 실무적 시사점을제공할 것으로 기대한다.

In this study, we paid attention to the "Yoon Chang-ho Incident," which recently led the policy of strengthening the law on drunk driving. Usually, it takes a considerable amount of time to revise the bill, but in the case of the "Yoon Chang-ho Act," unlike the existing aspect, the revision of the bill was pushed very quickly. We would like to present it based on big data analysis to understand the dynamic change flow of the Yoon Chang-ho law revision process. We would like to set major inflection points through Downs' issue-interest cycle theory, separate the period of the issue, and see what each section consists of through text mining analysis. We hope that this study will provide practical implications for policymakers and policymakers in enacting and revising the bill.
