국가의 외교 활동은 중앙정부의 고유한 영역이라 인식되었지만, 최근 ‘지방시대’가 강조되며 국제사회에서 지방자치단체의 역할이 주목받기 시작했다. 국내적으로는 「지방자치법」이 전면 개정되면서 지방정부에 많은 권한과 역할이 부여되었으며, 국제적으로는 유엔 등 국제기구들이 국제이슈 및 글로벌 의제에 지방정부 참여를 강조하고 있다. 이에 본 연구는 과연 한국의 지방자치단체가 글로컬이라 불리우는 시대에 발맞추어 국제사회 일원으로 어떤 역할을 하고 있는지 그 현상에 주목한다. 구체적으로 지방정부의 도시외교 현황을 진단해보고, 글로벌 의제와의 비교를 통해 지방시대의 새로운 도시외교 추진 방향을 모색하고자 한다. 연구 분석 결과 한국 지방정부의 도시외교는 1990년 이전부터 지금까지 그 형태 및 분야 등에 있어 거의 변화가 없음을 발견했다. 도시외교의 일환인 지방정부의 국제교류는 점차 확대되고 있으나 대상 지역이 여전히 아시아에 편중되고 있음을 확인했다. 또한 지방정부의 국제교류는 대부분 행정교류 분야 중심의 외교방식이 유지되고 있었으며, 특히 기후·환경 분야 등 유엔 SDGs 목표에 대한 반영이 미비해 글로벌 이슈 및 의제를 고려한 지방정부의 외교 전략 수정이 요구된다. 따라서 지방정부는 글로벌 거버넌스와 네트워크에 적극적으로 참여하고 이에 대한 책무성을 강화할 필요가 있다. 이는 지방정부가 지방정부 중심의 도시외교에 관한 당위성과 지위를 확보하고, 지방시대에 걸맞는 새로운 국제화 전략이 필요한 이유이다.
The field of diplomacy has traditionally been regarded as a unique area of national government. Over recent years, however, the role of local governments in diplomatic engagement has also increased. In the ROK’s fully revised Local Autonomy Act, provisions for international exchange and cooperation by local governments were established. Changes in perception of the potential role of local governments on the international stage is, moreover, not limited to Korea. The broader international community is also increasingly emphasizing the role of local governments as important actors on global issues and various agendas. Therefore, this study evaluates the activities to date if local governments in Korea are their newly sanctioned roles as members of the international community. In this critical assessment of the current status of city diplomacy of local governments and seek a new direction we will be comparing a number of local initiatives with global agendas of contemporary diplomacy. Our analysis confirms that the diplomatic engagement of local government at the city level is gradually expanding. However the scope of such work is still largely concentrated in Asia. We also not be that while diplomatic methods centered on administrative exchanges were maintained, SDG goals on issues such as climate and environment were insufficiently engaged. We this advance the recommendation that local governments revise their diplomatic strategies to align themselves with broader global issues.
