본 연구는 기본소득 실험에 참여한 부산 거주 청년들이 꿈을 실현하는 과정을 탐색하는 데 목적이 있다. 좌절의 아이콘으로 청년을 지칭하는 시대에서도 여전히 꿈을 갖고, 실현하고자 노력하고 있는 청년들의 경험을 살피고, 기본소득이 그 경험에 어떠한 영향을 줬는지 탐구하는 것이다. 이에 본 연구는 ‘부산 청년 기본소득 프로젝트’ 1, 2차에 참여한 청년 19명(중복 제외)을 대상으로 기본소득 경험에 관한 심층 인터뷰를 진행했다. 연구 결과 청년들은 재미로 출발한 꿈을 자신의 고유성을 드러내는 방식으로 인식･발전시키고 있었다. 다만, 사회적인 인프라가 열악한 상황 속에서 ‘취업’이 아닌 다른 방식으로 꿈을 추구하는 것은 별도의 생계노동을 병행하며 홀로 고군분투하는 일이었다. 결국 청년들은 꿈을 포기해야만 하는 상황에 놓이기도 했다. 하지만 청년들은 또 다시 기본소득 프로젝트라는 실험을 시도했고, 이를 통해 얻은 월 100만 원은 7개월이라는 시간 동안 청년들이 맘껏 자신의 꿈에 모든 것을 투자할 수 있도록 도왔다. 기본소득 실험은 끝났지만, 어떤 조건도 없이 청년들을 환대하는 정책은 꿈을 지속할 수 있게 하는 자신만의 경험을 선사했고, 보다 나은 조건에서 꿈을 추구할 수 있는 가능성을 탐구하게 했으며, 자신의 꿈을 지지해 줄 동료를 확보해주었다. 청년들은 그렇게 다시 꿈을 향한 행보를 이어나갔다. 이처럼 기본소득이라는 새로운 기제는 청년들의 꿈의 서사를 전환시켰고, 보다 안정적인 기반 위에서 꿈을 추구할 수 있도록 도와주었다. 이와 같은 청년들의 서사를 ‘고군분투’와 ‘좌절’에서 새로운 ‘경험’과 ‘가능성’으로 전환시켰고 청년의 꿈을 지원하는 정책이 추구해야 할 지향을 보여주며, 보편적･무조건적･개별적인 기본소득의 필요성을 시사한다.
The purpose of this study is to explore the process of realizing the dreams of young people living in Busan who participated in the basic income experiment. This is to look at the experiences of young people who still have dreams and are trying to realize them even in an era where youth are referred to as icons of frustration, and to explore how basic income has affected those experiences. Accordingly, this study conducted in-depth interviews about basic income experiences with 19 young people (excluding duplicates) who participated in the first and second rounds of the ‘Busan Youth Basic Income Project’. As a result of the study, young people recognized and developed dreams that started out as fun as revealing their uniqueness. However, in a situation where social infrastructure was poor, pursuing a dream other than ‘employment’ was a struggle alone while doing separate livelihood work. In the end, young people were put in a situation where they had to give up their dreams. However, young people once again attempted an experiment called the basic income project, and the 1 million won per month earned through the basic income experiment helped young people freely invest in their dreams over a period of 7 months. The basic income experiment is over, but the policy of welcoming young people with no strings attached has given them their own experiences to sustain their dreams, allowed them to explore the possibility of pursuing their dreams under better conditions, and given them allies to support their dreams. In this way, young people continued to move towards their dreams. In this way, the new mechanism of basic income for young people to pursue their dreams has transformed the narrative of young people's dreams and helped them pursue their dreams on a more stable basis. The youth's narrative like this shows the direction that policies that support the dreams of young people should pursue, and suggests the need for universal, unconditional, and individual basic income.
