본 연구는 한국의 일선관료로 이해해 볼 수 있는 보육교사의 사례를 통해, 일선관료의 주요 특징인 재량(discretion)을 이해하고자 하는 목적을 갖는다. 이를 위해 1) 책무가 성과에 미치는 영향 2) 책무와 성과의 관계에서 재량의 조절효과 3) 보육교사 중, 국공립 종사자와 사립 종사자 간의 인과관계와 조절효과 차이를 고찰한다. 보육교사에 대한 설문 자료 분석 결과, 책무는 성과에 영향을 미치는 것으로 나타났다. 보육교사들은 계층제적 책무, 전문가적 책무, 법적 책무를 책임 있게 받아들일수록 성과를 높이는 것으로 보이고 정치적 책무의 요구는 성과에 부정적인 것으로 분석되었다. 보육교사에게 주어진 재량은 계층제적 책무의 긍정적 기여를 약화시킴으로써 재량이 계층제적 책무의 성과에 대한 역할을 방해하는 것으로 나타나고, 정치적 책무의 부정적 효과를 감소시킴으로써 재량이 정치적 책무의 성과에 대한 부정적 효과를 완충하는 결과를 보였다. 국공립 보육교사의 경우, 직무 성과에 영향을 주는 책무는 계층제적, 법적, 정치적 책무이고, 사립 보육교사의 경우에서는 계층제적, 전문가적 책무만 영향을 주는 것으로 나타난다.
The purpose of this study is to comprehend discretion, a crucial characteristic of front-line bureaucrats, by focusing on childcare teachers, who can be considered street-level bureaucrats in Korea. The research aims to investigate three main aspects: 1) the influence of accountability on task performance, 2) the moderating role of discretion, and 3) the variations in causal relationships and moderating effects between public and private childcare teachers. Upon analyzing survey data collected from childcare teachers, it was observed that accountability significantly affects performance. Childcare teachers appear to enhance their performance when they responsibly undertake hierarchical, professional, and legal accountabilities. However, demands for political responsibilities seem to have a negative impact on performance. The discretion granted to childcare teachers appears to impede the role of discretion in the performance of hierarchical accountability by diminishing the positive contribution of hierarchical accountability. Simultaneously, discretion seems to mitigate the negative effects of political accountability, resulting in a buffering effect. In the context of national and public childcare teachers, the accountability influencing job performance include hierarchical, legal, and political accountabilities. On the other hand, for private childcare teachers, only hierarchical and professional accountabilities seem to have a significant impact.
