이 연구는 러시아-우크라이나 전쟁의 의미를 국제체제, 국가 간 관계, 국가 내 관계라는 세 가지 수준에서 세계질서, 안보딜레마, 정체성의 문제에 초점을 맞추어 체계적으로 분석하고, 이에 기초하여 한반도 정세와 관련한 시사점을 제시하고 있다. 먼저, 러시아-우크라이나 전쟁의 의미는 다음과 같다. 첫째, 세계질서의 주도권을 차지하기 위한 패권전쟁이다. 둘째, 안보딜레마 심화로 인한 인접국 간 전쟁이다. 셋째, 정체성 갈등으로 인한 내전의 국제화이다. 이에 기초하여 도출한 한반도 정세와 관련한 시사점은 다음과 같다. 첫째, 동북아 대결 구도 회피를 위한 강대국 외교 수행이 필요하다. 둘째, 남북 간 안보딜레마 해소를 위한 신뢰 구축이 요구된다. 셋째, 남북 간 및 국가 차원에서 통합적 정체성 확보를 위해 노력해야 한다.
This study systematically analyzes the meanings of the Russia-Ukraine war by focusing on world order, security dilemmas, and identity issues at three levels - international system, interstate relations, and intra-state relations, and, based on this, presents implications for the situation on the Korean Peninsula. The meanings of the Russia-Ukraine war is, first, a hegemonic war to take the initiative in the world order. Second, it is a war between neighboring countries due to deepening security dilemmas. Third, it is the internationalization of civil war due to identity conflicts. Based on this, the implications for the situation on the Korean Peninsula are as follows. First, it is necessary to conduct diplomacy with powerful countries to avoid the confrontation structure in Northeast Asia. Second, building trust is required to resolve the security dilemma between the two Koreas. Third, efforts should be made to secure an integrated identity between the two Koreas and at the national level.
