Five years ago, more than 1,000 refugees from the war in Yemen arrived in Jeju island. The mass movement of Yemenis to Jeju in 2018 revealed a lack of structural preparedness. This paper chronicles the past five years including measures undertaken to address a lack of critical infrastructure and examines whether those measures have been successful. In short, despite a marked reduction in refugee applications awaiting processing and appeal, and this due to reduced travel during the Covid crisis, yet the Republic of Korea seems ill-prepared to accommodate another such mass movement of persons or to fulfill its refugee treaty obligations.
