본 연구의 목적은 지역아동센터에 대한 정부의 아동복지교사 지원사업 관련 법규정 및 실무지침이 구체적으로 실무에 어떻게 적용되는지 분석함으로써, 실무지침과 현장실무에서 발생하는 문제와의 연관성을 밝히고 실무지침의 개선을 제안하는 것이다. 연구 방법은 문헌연구와 심층면접조사이다. 즉 「아동복지법」의 관련규정 및 주무관청의 실무지침에 대한 문헌연구를 실시하고, 이러한 법과 지침을 현장에서 실행하는 실무자, 즉 지자체 담당공무원(5명), 지역아동센터장(4명), 아동복지교사(3명)를 대상으로 초점집단면접(FGI)을 실시하였다. 연구 결과, 아동복지교사지원사업에 관한 실무지침은 「아동복지법」 상의 지역아동센터의 목적을 실행하기 위한 세부지침이라기보다 예산집행과 관리 위주의 행정사무안내의 성격이었다. 또한 실무현장에서 실무자들이 경험하는 다양한 문제점들은 관련 실무지침의 불충분함, 모호함, 법과 지침 간의 비일관성 등과 연관되어 있음을 확인할 수 있었다. 특히 지침 중 사업의 목적, 아동복지교사의 역할에 대한 항목은 현장실무자들에게 혼란을 초래하였다. 따라서 본 사업의 실효성을 높이기 위해서는 「아동복지법」과 실무지침에서 사업의 목적, 지원내용, 지원방법 등이 아동중심의 복지제공으로 일관되고 세부적으로 제시될 필요가 있음을 제안하였다.
This study analyzes how the relevant law and practice guidelines are applied to the child welfare teacher support project of community children's centers. This study reveals the relevance of problems occurring in the field practice to the practice guidelines, and suggests how to improve the practical guidelines for enhancing the effectiveness of this project. In addition to the analysis on the law and practice guidelines related to this support project, FGI was conducted with practitioners who implement law and guidelines in the field, namely, local government officials, heads of community children's centers, and child welfare teachers. The practice guidelines for this support project are those targeting the relevant administrative management rather than those implementing intended child welfare services to the child welfare centers. As a result, it could be confirmed that the various problems experienced by practitioners in the field were related to insufficiently or vaguely formulated practice guidelines. In particular, the guidelines for the purpose of the project and the role of child welfare teachers caused confusion among field workers. In order to increase the effectiveness of this support project, child-centered practical guidelines for providing child welfare services should be prepared. This study suggested that the purpose of the project, contents of support, and method of support need to be presented consistently and in detail.
