본 연구에서는 지방의회 정책지원관이 수행하거나 수행할 것으로 기대되는 다양한 역할들을 분류하고, 정책지원관들이 이들 역할에 어떠한 우선순위를 설정하는지를 분석하고자 하였다. 전문가들을 대상으로 델파이 조사를 활용한 1차 연구를 수행하여 3가지의 상위 차원을 도출하였으며, 이 결과를 토대로 분석체계를 도출한 후 경기도의회 정책지원관들을 대상으로 계층화 분석법(AHP)을 활용한 2차 연구를 수행하였다. 델파이 조사와 AHP를 통하여 정책지원관에게는 크게 3가지 역할(정치적 대응성, 행정·정책적 역량, 정책혁신가)이 있으며, 정책지원관들은 이 중 정책혁신가의 역할(이해관계자와의 협력체계 구축 및 정책의 옹호와 집행)을 우선순위에 두고 있다는 것을 확인하였다. 본 연구는 정책지원관이 수행하거나 수행할 것으로 기대되는 역할에 대한 최초의 학술적 논의라는 데 의의가 있으며, 향후 정책지원관 제도의 개선에 실천적 시사점을 제공할 수 있을 것으로 기대된다.
In this study, we sought to categorize the various roles expected to be performed by policy support officers in local councils and analyze the priorities they assign to these roles. We conducted a primary study using the Delphi technique with experts and identified three major dimensions. Based on these results, we performed a secondary study using the Analytic Hierarchy Process (AHP) with policy support officers in the Gyeonggi Provincial Council. Through the Delphi technique and AHP, we confirmed that policy support officers have three main roles (being politically responsive, demonstrating administrative and policy capacity, and acting as a policy entrepreneur), and they prioritize the role of policy entrepreneur. This study signifies the inaugural academic discussion on the roles expected to be performed by policy support officers, and it is anticipated to offer practical insights for future improvements in the policy support officer system.
