본 연구는 한국의 국제정치학계와 외교정책 서클에서 널리 사용되어온 중견국 개념을 특수한 역사적 시공간에서 생산된 언어로서 담론분석의 대상으로 삼아야 할 시기가 도래했다는 입장에서 출발한다. 특히 비강대국 연구분과의 주류를 차지해온 기존 중견국 연구의 기본전제들이 더 이상 우리가 살고 있는 탈단극 시대에는 지속 불가능하다는 점에 주목한다. 중견국가들의 주된 활동공간이라고 할 수 있는 다자주의 무대 자체가 축소되고 강대국간 경쟁이 부각되면서, 소위 “중견국의 시기”라는 국제정치사의 예외적 국면 자체가 종식 중이기 때문이다이와 같은 사태의 전개는 비강대국 연구의 패러다임 변동이 불가피해졌음을 의미한다. 과거 자유세계질서 내 중견국 연구의 틀로 담아낼 수 없는 새로운 현상들을 포착할 새로운 연구프로젝트의 개발이 요구되고 있는 것이다. 이에 본문에서는 우선 중견국 개념의 지식사회학적 접근을 통해 해당 담론을 상대화할 필요가 있음을 지적할 것이다. 다음으로 탈단극 권력정치 시대의 비강대국 외교 연구를 위해서는 기성 중견국 연구를 벗어나 비서구 비자유주의 지역강국들의 비동맹적 행보와 함께 지정학적 단층선에 위치한 중간국들의 헤징전략에 주목할 필요가 있음을 주장할 것이다. 이어서 하나의 사례연구로서 21세기 대한민국 중견국 외교의 진화과정을 탐구한 후, (신)냉전 자유주의적 세계관에 근거한 윤석열 정부의 글로벌 중추국가 비전과 인도-태평양 전략이 패권이행기에 조응해 사실은 기성 중견국가 담론과 탈냉전기 외교 패러다임으로부터의 근본적 이탈을 의미한다는 점을 강조할 것이다.
This research assumes that the popular concept of a middle power now needs to be treated as a socially constructed discourse in a particular historical context. It is noted that the dominant middle power research project is unsustainable in our post-unipolar moment. As multilateral regimes as the main theater of middle power diplomacy are waning in the midst of great power rivalry, the so-called “middle-power-moment” is coming to an end in the 2020s. Such a historical trend indicates that a paradigm shift in the study of non-great powers becomes necessary. A new research project should be developed to grasp novel phenomena beyond the limit of the past middle power studies rooted in the liberal world order. Therefore, I initially argue that theories of middle power foreign policy need to be historicized by genealogical discourse analysis. Next, to understand non-great power diplomacy in the post-unipolar times of realpolitik, we are required to focus on illiberal regional powers in the non-West and middle-ground states along geopolitical fault-lines. Lastly, after exploring the evolution South Korean middle power diplomacy, I aim to show that the Yoon Suk-yeol administration’s vision of Global Pivotal State and Indo-Pacific strategy is actually a fundamental break from the past middle power discourse.
