본 연구는 아동복지 분야의 지방공공기관인 시도 아동권리보장원을 설립할 때 사전에 검토해야 할 요소가 무엇인지를 파악하여 실효성 있는 시도아동권리보장원의 설립 방안을 제안하는 데 목적이 있다. 이를 위해 먼저공공기관 설립 전 검토 요소에 관한 문헌을 고찰하여 분석틀을 도출하였다. 분석틀은 ‘정책적 환경과 필요성’, ‘보편적 가치와 규범’, ‘사업 적정성’으로구성하였다. 분석틀을 기반으로 시도 아동권리보장원의 이해관계자인 아동복지 영역의 민간 및 공공 현장 종사자와 전문가 총 36명을 대상으로 면접을 진행하여, 합의적 질적연구 방법을 통해 분석하였다. 그 결과 ‘정책적 환경과 필요성’에 ‘지방공공기관의 필요성, 적정 운영주체에 대한 고민, 조직설립시 필수기반’이 제시되었다. ‘보편적 가치와 규범’에 운영목표와 지향점으로 ‘공공성 강화, 통합성 강화, 전문성 강화, 효율성 강화’를 도출하였다. ‘사업 적정성’은 ‘간접 서비스와 직접 서비스’로 범주화할 수 있었다. 연구결과를 토대로 향후 시도 아동권리보장원 설립 시 고려될 수 있는 조직 및기능을 설계하였고, 법적 근거와 전문적 인력 배치, 거버넌스 구축 등 구체적인 설립 기반을 제시하였다.
The purpose of this study was to identify the requisites and strategies for establishing the Provincial National Center for the Rights of the Child, a local public child welfare organization. A framework was developed through a literature review and composed of three elements: “policy environment and significance,” “universal values and norms,” and “appropriate roles.” Following the framework, interviews were conducted with a total of 36 stakeholders in private and public child welfare areas. The qualitative data were analyzed through Consensual Qualitative Research. As a result, “policy environment and significance” considers the necessity of the local public organization, appropriate entities, and the essential foundation for the organization. Second, “universal values and norms” encompasses the operational goals and orientations, enhancing publicness, integration, professionalism, and efficiency. Finally, “appropriate roles” include providing indirect services and direct services. Based on the results, appropriate organization models and functions were suggested for the future Provincial National Center for the Rights of the Child. Specific strategies were also proposed concerning legal grounds, professional manpower allocation, and governance.
