대다수의 선행연구가 지역 거버넌스 활성화를 위한 조건으로 참여주체 역량의 중요성을 강조하고 있지만, 구체적으로 어떤 역량이 필요한지에 대한 언급은 상대적으로 부족한 현실에서, 본 논문은 충청남도 노사민정 사례분석을 통해 지자체 참여주체들에게 필요한 지식, 스킬, 태도 측면에서의 역량을 파악하고자 했다. 질적 방법을 통한 연구결과, 공통적으로 요구되는 역량, 그리고 과업 단계별로 필요한 역량이 도출되었다. 공통적으로 필요한 지식으로는 국가 및 지역 고용노동정책, 지역 노동시장과 노사관계 특성, 노동법 등 법률지식, 거버넌스의 기능과 역할에 대한 지식 등이 있는 것으로 나타났다. 필요스킬로는 거버넌스에 참여하는 각 주체별 전문스킬과 의사소통 역량이 중요한 것으로 나타났다. 태도 또는 자세의 측면에서는 헌신적, 협력적 자세, 그리고 각자 전문성을 향상하고자 하는 학습자세 등이 필요한 것으로 나타났다. 과업 단계별로 살펴보면, 의제 발굴단계에서는 특정현안에 대한 지식, 정보수집, 분석적 사고에 기반한 진단스킬, 고객지향적 태도 등이 필요한 것으로 조사되었다. 숙의 및 공론화 단계에서는 관계형성, 팀워크와 협력스킬, 영향력 등이 중요한 것으로 파악되었다. 합의도출 및 사후관리단계에서는 성취 지향적 태도가 중요한 역량인 것으로 파악되었다. 전체적으로 의제 발굴단계에서는 지식과 숙의, 공론화 단계에서는 스킬과 태도, 합의도출 및 사후관리 단계에서는 태도적 측면의 역량이 특히 중요한 것으로 나타났다.
This study aimed to identify the specific competencies required for the participating entities of the local government and to suggest the direction for improving the curriculum through the case analysis of Chungcheongnam-do. The case analysis results showed that commonly required knowledge include national and regional employment and labor policies, regional labor market and industrial relations characteristics, legal knowledge, and knowledge on the functions of governance. As for the commonly required skills, professional skills and communication skills were found to be important. In terms of attitude, dedication, cooperative, and learning attitude to improve each person's expertise were commonly required. In the agenda discovery stage, knowledge of specific issues, information collection, diagnosis skills based on analytical thinking, and an attitude to discover and satisfy the needs of various stakeholders are needed. In the deliberation and public deliberation stage, professional knowledge, knowledge of collective decision-making process, relationship formation, teamwork and cooperation, conflict management, influence, initiative, and flexibility were found to be important. In the stage of consensus- building and follow-up management, knowledge of related laws and financial requirements, inspection skills, and achievement-oriented attitude were found to be important.
