본 연구는 플랫폼화된 음식배달 부문의 노동지리를 이해하고 설명하기 위해 수행되었고, 이를 위해 분석적개념으로서 불안계급(프레카리아트)에 주목하였다. 구체적으로 청주시 사창동 일대의 플랫폼 배달서비스 노동자에 대한 집중적 사례연구를 통해서, 불안계급의 노동 조건과 현실에 대한 중요한 통찰의 기반을 마련했다. 불안계급은 플랫폼화된 음식배달 서비스 부문의 위태롭고 불안정한 노동을 이해하는 데 유용한 개념이지만, 구조적 결정론을 당연시하고 사회·공간적 행위성의 가치를 평가절하하는 중심화된 권력 개념에 의존하는 한계도 지닌다. 이 대신 네트워크나 실천 기반의 권력 개념화에 근거하면, 플랫폼화된 배달노동자의 행위성을 무시하기 어렵게 된다. 이러한 행위성은 특히 임금과 노동 조건이 재협상, 재구성되는 과정에서 분명하게 나타난다. 노동자의 지역적 착근성과 사회·공간적 네트워크가 그러한 행위성의 획득과 성취에서 중요한 공간적 맥락으로 작용한다. 수도권과 주요 대도시 이외의 지역에서 배달대행업체를 중심으로 구성된 플랫폼 배달서비스 부문의 가치사슬과 공간적 노동분업도중요한 역할을 한다. 따라서 플랫폼화된 오늘날의 서비스 부문, 보다 일반적으로는 플랫폼 자본주의의 작동을 더욱잘 이해하려면 공간적으로 맥락화된 불안계급의 행위성에 관한 면밀한 탐구와 검토가 절실해 보인다.
This research is designed to understand and explain the working life of platformized food delivery labor, with particular attention to the idea of precariat as an analytical concept. For the purpose, an intensive case study about food delivery service workers based in Sachang Area, Cheongju has been undertaken, and important findings about their employment condition and working life have been made. Most crucially, the concept of precariat is certainly insightful and thus useful in the understanding of precarious and unstable labor in the platformized food delivery sector, but also limited as it relies primarily on a centralized conception of power that takes structural determinism for granted and undervalues on-the-ground sociospatial agency. Moving towards alternative networkbased and practice-based conception of power, precariat agency enabling and enhancing the delivery service labor’s power and working conditions cannot be negligible. Such a form of sociospatial agency appears to be made possible owing to the labor’s localized embeddedness and place-based social networks. The sector’s value chain and spatial division of labor necessitating delivery service contractors in provincial cities outside major metropolitan cityregions is also found to create a gap for the sociospatial agency to form, intervene, and operate. These research findings suggest that more sophisticated examination of the precariat and its agency is necessary in order to better understand labor issues in the today’s platformized service sector and so-called platform capitalism in more general.
