본 논문은 사회적경제 모델의 원형이라고 할 수 있는 EU의 사회적경제를 소개하고 분석한 글이다. 2007년 입법하여 시행된 한국의 사회적경제가 제2기를 시작하려는 시점에서 유럽의 사회적경제를 통해 한국형 사회적경제 모댈 구축을 위한 사례연구의 성격을 갖는다. 특히 유럽 사회적경제의 발전과정과 정책과 제도 분석을 통하여 한국에서 적용할 수 있는 제도와 내용을 소개하고자 한다. 이를 위해 본 논문은 4개의 장으로 구성하였다. 첫 번째 장에서는 EU 사회적경제의 개요를 통해 고용 시장과 노동 부분에서 차지하고 있는 사회적경제의 유형과 규모와 구조 등 전반적인 내용을 소개하고자 한다. 두 번째 장에서는 EU 사회적경제의 구조와 정책을 거시적인 맥락에서 살펴보고, 개별 회원국들과의 연계를 통한 정책 내용과 시행에 대한 설명을 서술하게 될 것이다. 세 번째 장에서는 EU 회원국 중에서 사회적경제 시스템을 잘 갖추고 있는 주요 국가들의 사회적경제 정책을 세부적으로 분석하여, 한국 사회적 경제 체제의 문제점과 쟁점을 비교하여 설명할 것이다. 네 번째는 현재 진행되고 있는 한국의 사회적경제 정책과 제도 개선을 위하여 EU 사례를 통해 적용할 수 있는 정책적 함의와 제도 제안으로 결론을 갈음하고자 한다.
This paper introduces and analyzes the social economy of the EU, which can be said to be the prototype of the social economy model. At a time when Korea's social economy, which was legislated and implemented in 2007, is about to begin its second phase, it has the character of a case study for the construction of a Korean social economy through the European social economy. In particular, we will introduce the systems and contents that can be applied in Korea through the analysis of the development process and policies and institutions of the European social economy.
