본 연구는 국가 청소년정책기본계획 시행 기간별 청소년정책의 주요 현안과 특성을 살펴보는 것을 목적으로 한다. 이를 위해 국가 청소년정책 주무 부처가 여성가족부로 이관된 이후의 청소년정책 보도자료를 수집하여 단어빈도 분석과 LDA기반 토픽모델링을 통해, 시기별 상위 빈출 키워드와 토픽, 토픽의 주요 단어를 제시하였다. 그 결과, 제4차 계획은 청소년, 활동, 프로그램 등의 상위 빈출 키워드와 4개의 토픽이 도출되었다. 제5차 계획은 청소년, 활동, 지원 등의 상위 빈출 키워드와 4개의 토픽이 도출되었다. 제6차 계획은 청소년, 지원, 학교 등의 상위 빈출 키워드가 나타났고, 진로가 새롭게 출현하였으며, 8개의 토픽이 도출되었다. 이를 통해 기간별 청소년정책의 특성을 파악할 수 있었으며, 청소년정책이 계획에 따른 정책 시행보다 상황에 대응적으로 시행되어왔음을 확인할 수 있었다. 이에 따라 제7차 청소년정책기본계획 역시 청소년들의 균형적 발달과 시대가 요구하는 정책이 설계되어야 함을 알 수 있었다.
The purpose of this study is to examine the main issues and characteristics of youth policies during the implementation period of the National Youth Policy Basic Plan. To achieve this, the Ministry of Gender Equality and Family collected press releases related to youth policies. Based on the collected data, word frequency analysis and LDA topic modeling were conducted and the main keywords and topics for each period were identified. To be specific, at the fourth basic planning, the most frequent keywords such as youth, activity, and program along with the four topics were suggested. And at the fifth, the most frequent keywords such as youth, activity, and support system along with the four topics were identified. In the sixth, the words such as youth and support system were suggested like the former research, and the word ‘career path’ newly appeared along with the 8 topics. Through these researches, the characteristics of youth policies for each period have been revealed, and it was confirmed that the youth policies have been implemented quite properly according to the various circumstances. Based on the formerly conducted research, the seventh basic planning for the youth policies should be designed for the well-balanced youth development and the policies that meet the demands of the age.
