우크라이나 전쟁 발발 이후 급상승한 푸틴의 지지도는 ‘안보결집효과’로 설명이 가능하다. ‘안보결집효과’를 유발시키는 원인으로 애국심, 야당의 비판자제, 미디어 효과를 들 수 있다. 푸틴은 우크라이나 침공에 대해 러시아 국민들이 충분히 공감할 만한 명분을 내세우고 애국주의 고취정책을 적극 전개함으로써 국민들로 부터 높은 지지를 받고 있다. 이 과정에 푸틴의 정신적 후견자로서의 역할을 수행해 온 러시아 정교회의 푸틴에 대한 절대적 지지 입장과서방의 경제제재도 한몫을 했다. 또한 푸틴의 헌법상 국가원수로서의 상징성 뿐만 아니라 온정주의적 정치문화에 따른 전통적 상징성도 푸틴의 지지도 상승에 영향을 미쳤다. 러시아의 원내야당들은 전쟁에 대한 정보부족에서 라기보다는 푸틴의 권위주의 통치과정에서 체제야당으로 전락한 탓에 푸틴을 지지하는 입장에서 벗어나지 못하고 있다. 게다가 푸틴정부는 다양한 법적 장치를 통해 NGO를 비롯한 재야세력들을 탄압하여 반전목소리를 잠재움으로써 푸틴에 대한 지지 분위기를 조성하였다. 푸틴정부의 독립 미디어에 대한 철저한 탄압으로 인해 대다수 국민들의 정보접근 통로가 된 관영 미디어는 뉴스 프레임을 활용해 푸틴의 지지도를 끌어올리고 유지하는 역할을 수행하고 있다. 비록 우크라이나 전쟁이 야기한 ‘안보결집효과’가 푸틴의 지지도 급등이라는 결과를 가져왔지만, 그 이면에는 러시아의 권위주의 정치체제가 오히려 공고화되는 부정적 현상도 존재하고 있음을 간과해서는 안된다.
The surge in Putin’s approval rating after the outbreak of the war in Ukraine can be explained by “the rally ’round the flag effect.” Patriotism, opposition party's restraint of critics, and media effects are cited as causes of this effect. Putin is highly supported by the people by putting forward causes that the Russian people can fully sympathize with the invasion of Ukraine and actively implementing a policy to promote patriotism. The Russian Orthodox Church, which has served as Putin’s spiritual guardian, has also played a role in this process, as well as economic sanctions by the West. In addition, not only Putin’s constitutional role as head of state, but also the traditional symbolism according to the paternalistic political culture have contributed to his rising popularity. Russia’s mainstream opposition parties have been unable to move away from their support for Putin because they have fallen into the systemic opposition party in Putin’s authoritarian rule rather than due to a lack of information about the war. Furthermore, the Kremlin has cultivated an atmosphere of support for Putin by suppressing NGOs and other political opposition persons through various legal mechanisms to silence anti-war voices. The state-run media, which has become the main source of information for the majority of the public due to the Putin administration’s thorough crackdown on independent media, is playing a role in boosting and maintaining Putin’s popularity by utilizing the news frames. Although the “the rally ’round the flag effect” caused by the Ukraine war has resulted in a surge in Putin’s approval rating, it should not be overlooked that there is also a negative phenomenon behind it, which is the consolidation of Russia’s authoritarian political system.
