본 연구는 후보자 토론회의 품질을 개선하기 위한 방안을 제안하는 것을 목표로 한다. 본 연구는 토론의 품질을 향상시키기 위한 방안으로서 토론의 형식에 주목하였다. 지난 제8회 전국동시지방선거에서 실시한 토론회 중 3개의 사례를 선정하여 분석한 결과 공동기자회견 형식은 유권자에게 유의미한 정보를 제공하는데 형식적 한계가 있고, 후보자 직접토론 형식은 토론으로서의 가치가 높은 형식이지만 보충질문과 보충답변을 허용해야 할 뿐만 아니라 1분 30초 이상의 충분한 답변시간을 보장해야 한다는 결론에 도달했다. 한국의 후보자토론회에서 가장 많이 비판받고 있는 주도권 토론 방식의 경우, 주도권 토론의 주제가 사회자에 의해 지정되어 있을 경우 정책에 관련된 내용에 대하여 역동적인 토론이 가능하지만 주제가 지정되지 않을 경우 상대 후보의 신상에 대한 비난이 이루어진다는 것을 확인하였다.
The aim of this study is to propose solutions for improving the quality of candidate debates. The focus of this study is on the structure and format of debates with the aim of improving their overall quality. Based on our analysis of three debates held during the 2022 local elections, it appears that the joint press conference format may be limited in its capacity for providing voters with substantial information. The format of a head-to-head debate between candidates basically enables the exchange of perspectives regarding policies. In order to facilitate an informative debate, it is imperative to incorporate additional inquiries and counterarguments, and ensure a minimum of ninety seconds for each reply. The initiative debate method, which has faced significant criticism in Korean candidate debates, has been observed to foster a dynamic discussion only when the moderator assigns the topic of debate.
