1차적 수사종결권을 갖게 된 경찰은 ‘국민중심 책임수사’를 표방하며 수사의 전문성과 완결성을 추구하고 있지만, 일선 경찰관들의 수사부서 이탈 및 기피현상은 날로 심각해지고 있다. 이에 본 연구는 경찰 수사관들이 최근 직무를 수행하는 과정에서 경험하고 있는 역할 스트레스 요인을 파악하여 각 요인이 직무만족도 저하와 보직이동의사 증가에 미치는 직·간접적 영향을 분석하고, 조직 내 상사 및 동료의 사회적 지지 그리고 수사심사관의 지지가 이를 완화하는지에 대한 조절효과를 검증하였다. 이를 위해 일선 경찰서에서 직접 수사업무를 담당하는 242명의 수사관들을 대상으로 설문조사를 실시하였다. 분석 결과, 경찰 수사관이 경험하는 역할 스트레스는 직무만족도에 부(-)의 영향을, 보직이동의사에는 정(+)의 영향을 미치는 것으로 나타났고 특히, 역할모호성과 역할과다가 보직이동의사에 미치는 영향은 직무만족도에 의해 매개되는 것으로 드러났다. 하지만 기대와는 달리 사회적 지지와 수사심사관의 지지의 조절효과는 유의미하게 나타나지 않았다. 동 연구 결과를 통해 경찰 지휘부가 문제 해결을 위한 종합적인 대책을 수립해야 할 필요성을 언급하였고, 더 나아가 수사관들의 역할 스트레스를 낮추는 데 도움이 될 수 있는 다양한 제도적 방안들에 대해서도 구체적으로 논의하였다.
Despite the recent empowerment of police in criminal investigation, the dissatisfaction with and intention to leave the investigation division among front-line police officers are increasing sharply due to significant amount of role stress they currently experience. Police investigators’ low job satisfaction and high transfer intention are significant issues requiring immediate attention and timely solutions to achieve the goals of the recent reform in criminal procedure. This study attempts to identify the specific role-related stressors that police investigators are currently experiencing and examine their direct and indirect effects on job satisfaction and transfer intention. This study also tests the moderating effect of social support and the investigation supervisor’s support. Drawing on the survey of 242 police investigators, this study found that the proposed role stressors have a negative association with job satisfaction and a positive association with transfer intention. Job satisfaction mediates the relationship between role stressors and transfer intention. However, the moderating effects of social support and the investigation supervisor’s support were negligible and statistically not significant. This study suggests that police leadership need to devise strategic plans and comprehensive measures to resolve the issues at hand. We propose some specific strategies that can help reduce the role stress police investigators are currently experiencing.
