시민단체의 의정활동평가가 의원입법의 질적 저하를 가져오는 원인인가? 본 연구는 시민단체의 의정활동평가와 의원입법의 질적 저하 사이에 관계를 평가 기준과 방식을 중심으로 평가하고자 한다. 시민단체의 의정활동평가는 국회의원의 입법 활동과 행정부 견제 활동 등에 긍정적 영향을 주며, 유권자의 후보자 선택을 위한 유용한 정보를 제공하여 수직적 책임성을 높이고 있다. 그러나 시민단체의 의정활동평가가 의원입법의 폭증과 질적 저하를 결과한다는 주장이 제기되고 있다. 본 연구는 의원입법의 질적 저하에 영향을 주는 요인은 시민단체의 의정활동평가가 아니라 정당의 공천 평가기준과 언론의 보도행태임을 주장한다.
Is the evaluation of legislative activities by civic groups the cause of the deterioration in the quality of legislator's bill? This study aims to evaluate the relationship between the evaluation of legislative activities of civic groups and the deterioration in the quality of legislator's bill, focusing on evaluation standards and methods. The evaluation of civic groups' legislative activities has a positive impact on legislative activities of members of the National Assembly and checks on the administration, and also increases vertical accountability by providing useful information for voters to select candidates during elections. However, it is being argued that the evaluation of legislative activities by civic groups results in a deterioration in the quality of legislator's bill. This study argues that the deterioration in the quality of legislator's bill is not the evaluation of legislative activities by civic groups, but the criteria for nomination evaluation of political parties and the reporting behavior of the media.
