본 연구는 북한의 비핵화를 위한 중국의 역할에 관한 연구로, 미국과 국제사회가 북한의 비핵화 노력에도 불구하고 아직도 해결점을 찾지 못한 이유는 중국이라는 구조적 요인 때문이다. 중국의 대북한 제재 여부와 참여가 북한을 비핵화 하는데 가장 큰 변수가 된다. 중국은 제제이행에 참여하는 모습을 보이면서도 북한의 수출을 도와주고 대북제재의 효과를 낮추는 행태를 보여 왔다. 중국은 북한에게 경고를 주는 자세를 취하면서도 실제로는 북한의 체제가 붕괴하는 것을 막고 북한이 중국에 더욱더 의존하도록 하였다. 중국은 북한을 방어하면서도 자국의 이익과 이해관계의 충족을 목적으로 북한과의 관계를 유지해오고 있다. 북한도 중국이 주변국으로서 없어서는 안 될 경제적 지원국이기 때문에 긴밀한 관계를 유지하고자하였다. 이러한 중국의 이중적인 태도는 국제사회의 대북한 제재의 실효성을 감소시키는 요인이 되었다. 본 연구는 북한의 비핵화를 위해서는 중국이 제재국가에 포함 되었을 때, 가장 효과적이며, 중국이 북한 문제의 흑기사로 나타난다면 그 효과가 줄어들 수밖에 없다는 결론을 도출한다. 북한의 비핵화를 위해서는 무엇보다도 중국을 설득해야한다.
This study examines China's role in North Korea's denuclearization, and seeks to find the structural constraint of China as the reason why the United States and the international community have not found a solution despite efforts to denuclearize North Korea. I believe that China's sanctions and participation in North Korea will be the biggest variable in denuclearizing North Korea. I want to prove that the denuclearization of North Korea is most effective when China is included in the sanctions state, and that its effectiveness is bound to diminish if China appears as a black knight against North Korea. North Korea while joining the international community's sanctions against North Korea. China has pursued its own interests and political interests while defending North Korea from economic sanctions imposed by the United States and the international community. China's duplicitous attitude has contributed to the decline in the effectiveness of international sanctions against North Korea. To increase the effectiveness of North Korea's economic sanctions against China, it is important for the international community to obtain cooperation from China, which exerts real influence over North Korea.
