이 연구는 이주노동자를 환대하는 포용적 이주노동자 담론의 역설로서 탈정치화의 심화와 이에 따라 새롭게 주조되는 시민됨의 한계를 고찰하는 것을 목적으로 한다. 연구 결과, 이주노동자는 싱가포르의 국가 건설을 위해 강조되는 다인종주의, 인종 간의 조화, 사회서비스 제공의 최소화, 이주노동자와 싱가포르인 사이의 사회복지 격차, 운동보다는 자선으로서 활동하는 시민사회단체의 지향이라는 정치경제적 맥락에서 탈정치화된 기여자와 자원봉사자로 등장한다. 이 과정에서 이들이 직면한 구조적인 문제는 자조하여 스스로를, 나아가 싱가포르를 돕는 이주노동자에 대한 부각보다 중요하게 다루어지지 않는다는 점에서 윤리적 차원의 성원권 확보에 머무르는 한계를 보인다. 결국, 기여자와 자원봉사자로 이주노동자를 포용하자는 담론의 구성과 확산, 시민사회와 이주노동자의 공감과 예기치 않은 공모는 이주노동자 이슈의 탈정치화와 도덕적 의미화를 촉진할 뿐, 그 너머의 논의로 확장되지 못한다.
This study examines the depoliticization and limitations of becoming a citizen that is newly created as a paradox of the inclusive migrant worker discourse that welcomes migrant workers. Migrant workers have emerged as depoliticized contributors and volunteers in a political-economic context such as multiracialism, racial harmony, minimization of social service, social welfare gap between migrant workers and Singaporeans, and civil society organizations that act as charity rather than movement. The structural problems they face do not address as more important than the emphasis on migrant workers who help themselves and Singapore. In the end, the composition and spread of the discourse to embrace migrant workers as contributors and volunteers, sympathy and unexpected collusion between civil society and migrant workers not only promotes the depoliticization and moral meaning of migrant worker issues but also leads to discussions beyond that can not expand.
