The purpose of this study is to analyze the determinants of problem-solving when establishing and implementing tourism development plans through differences in perception between groups (policy establishment groups and policy contribution groups). As a result of the analysis, it was found that the policy contribution group recognized the overall perception of tourism development plans, problem recognition in establishment and execution, and problem-solving determinants higher than the policy-making group. In terms of overall perception, the need to establish and execute tourism development plans, unclear hierarchy and differences between essential plans for establishment problems, and low effectiveness, difficulty in implementation, low execution, and low achievement of policy goals were highly recognized by policy contribution group
