信息技术的发展使得信息科技逐渐运用于城市管理与发展领域。在中国,伴随着城市人 口的逐渐增加和城市规模的不断扩大,一系列城市问题,如空气污染、交通堵塞、垃圾围 城、公共设施缺乏维护等日益凸显。为解决城市面临的各种问题与挑战,中国已经建设并 运行了150多个智慧城市,旨在实现城市的高质量发展。同时,由于中国智慧城市建设的快 速发展,国外企业对国内投资的比例也逐渐增加,即通过FDI实现对中国产业结构升级的显 著影响,并对中国区域经济高质量发展产生积极效应。在此环境下,本文根据4个假设,第 一,提升智慧城市建设水平能显著促进FDI的流入;第二,智慧交通基础设施能显著促进 FDI流入;第三,智慧网络能促进FDI的流入;第四,智慧经济能促进FDI的流入等进行研 究。本文选取了2013-2019年住房和城乡建设部公布的三批国家智慧城市试点名单中的78个 地级市作为样本,通过智慧网络、智慧交通和智慧经济三个维度构建智慧城市建设水平评 价体系,并运用固定效应模型分析智慧城市建设水平对FDI的影响,结果表明智慧城市建设 水平的提高能显著吸引外商直接投资的进入,并且智慧网络、智慧经济、智慧交通对FDI的 影响显著为正。


With the development of information technology, information technology is applied in the field of urban management and development. As the urban population is booming and the urban scale is expanding in China, a series of urban problems have become increasingly prominent, such as urban air pollution, traffic congestion, garbage siege, urban public facilities and other "urban diseases" that are difficult to solve in a short term. In order to solve these problems and challenges, China has built more than 150 smart cities and managed them with urban development strategies. Due to the rapid development of China's smart city construction, the proportion of foreign enterprises to domestic investment (hereafter refer to as “FDI”) has gradually increased, that is, FDI has a significant impact on the upgrading of the industrial structure, regional economic development and high-quality economic development in China. Under such circumstances, this paper is based on four assumptions: first, improving the level of smart city construction can significantly promote the inflow of FDI; second, smart transportation infrastructure can greatly promote the inflow of FDI; third, smart network can promote the inflow of FDI; fourth, smart economy can promote the inflow of FDI. This paper selects 78 prefecture-level cities as samples from the three batches of national smart city pilot list published by the Ministry of Housing and Urban-Rural Development during 2013 to 2019, constructs a smart city construction level evaluation system through smart network, smart transportation and smart economy, and analyzes the impact of smart city construction level on FDI by using a fixed response model. The results show that the improvement of smart city construction level can effectively attract FDI and the impact of smart network, smart economy and smart transportation on FDI is significantly positive.
