This study pursues Korea’s cultural diplomacy paradigm shift from the African context focusing on Rwanda’s film industry employing qualitative methods. This study tries a multidimensional analysis of Rwanda’s film industry to suggest an alternative strategy to present Korea’s cultural diplomacy revolving around the distribution of K-contents. Rwanda’s film industry assumes important social, economic and cultural roles in Rwanda. However, it has not yet been industrialized and human and material resources are insufficient as it is in the beginning stage. Hence this study suggests building a strong partnership with Rwanda in this field sharing Korea’s experience in the global success of K-culture. Meanwhile, this study focuses on the newly emerging MICE industry of Rwanda to establish a win-win strategy between the two countries.
