4⋅3의 경우, 일본행 밀항을 모색했던 사람들의 존재는 공적영역의 과거사 해결에서 주된 관심사가 아닐뿐더러, 엄밀한 의미에서 4⋅3사건법이 정의하는 ‘제주4⋅3사건’에도 포함되지 않는다. 그러한 상황에서 국민국가의 경계 혹은 그 너머로 흩어져 버린 사람들의 초국경적, 디아스포라적 경험도 비가시화되어져 왔다. 4⋅3사건법을 참조하여 만들어진 여순사건법 체제 역시이러한 ‘제주4⋅3사건’의 경계와 한계를 답습할 가능성이 크다. 이 논문은 초국경적 연구의 가능성과 과제를 모색하기 위한 시론적 연구로, 이를 위해 국민국가의 경계 바깥으로의 이동을 명징하는 기록들의 적극적인 해석과 비판적 분석의 필요성을 강조한다. 연합국 최고사령부의 ‘불법입국자’ 보고서에는1948년 8월 쓰시마(対馬)와 사가현(佐賀県) 해안가에서 붙잡힌 여수⋅순천사람들의 신상정보가 확인된다. 국가 속에 존재하는 사람들과 달리 바깥 혹은 틈새에 끼어 있는 사람들의 다른 환경과 처지를 고려할 때 비로소 ‘대한민국사’로 수렴되는 ‘사건’과 ‘희생자’에서 자유로운 질문을 확보할 수 있는기회를 엿볼 수 있다는 점에서도 10⋅19는 4⋅3과 별개일 수 없다. 이 논문은, 초국경적 연구의 가능성과 과제는 제주와 여수⋅순천을 비롯한 한반도남부 지역, 그리고 옛 식민지 본국과 동북아시아를 가교하는 트랜스-로컬 역사의 방법론으로 기획되어야 함을 제안한다.
In the case of 4⋅3, the existence and experience of those who sought to smuggle to Japan are not the main concern in solving the past history of the public domain, nor are they included in the definition stipulated by the April 3 Incident Act in a strict sense. Therefore, transnational and diasporic experiences that have been scattered beyond the boundaries of the nation-state have been invisible. The Yeosu-Suncheon Incident Law, which was created by referring to the 4⋅3 Incident Law, is also likely to follow the boundaries and limitations of the Jeju 4⋅3 Incident. This paper is an attempt to explore the possibilities and challenges of transnational 10⋅19 research, emphasizing the need for active interpretation and critical analysis of records that demonstrate the movement of the nation-state beyond the boundaries. The report of “illegal entrants” by the Supreme Command of the Allied Powers confirms the personal information of the people of Yeosu and Suncheon captured on the coast of Tsushima and Saga Prefecture in August 1948. Considering the different circumstances and situations of people crossing the border, Yeo-Sun 10⋅19 cannot be separate from Jeju 4⋅3 in that it gives the opportunity to secure free questions in “incident” and “victims” that converge into “Korean history.” This paper suggests that the possibility and task of transnational Yeo-Sun 10⋅19 research should be designed as a methodology of trans-local history that bridges Jeju, Yeosu and Suncheon, the southern part of the Korean peninsula, and the former colonial homeland and Northeast Asia.
