본 연구는 미국 뉴욕시와 로스앤젤레스시 사례를 대상으로 하여 지방의회에 의회 예산편성권을 확대 부여하는 것이 실제 의회 기능 강화에 어떤 형태로 도움을 주는지 검토하고, 우리나라에 정책적 방향을 제안하는 데 목적이 있다. 이를 위해 지방의회에서 의회 예산편성권의 의의, 지방의회 기능에 관한 이론적 배경 및 선행연구 검토로 차별성을 도출했다. 그리고 연구분석틀을 설정한 후 두 도시 사례를 지방의회의 기능(견제 및 감시기능, 주민대표기능, 행정기능)별로 나누어 분석했다. 그 결과, 뉴욕시는 시의회에 의회 예산편성권한을 전적으로 부여했고, 로스앤젤레스시는 시의회가 의회 예산을 편성･운용함에 재량의 폭이 컸다. 두 도시 모두 예산편성권을 활용하여 시의회 기능을 강화했다. 분석 이후에는 지방의회 전문가들과의 토론을 통해 연구의 타당성을 보완하고 의회 예산편성권에 관한 정책적 방향을 제시했다.
The purpose of this study is to examine how granting local councils the authority of operating budget formulation for local councils in the case of New York City and Los Angeles City in the U.S. actually helps strengthen the function of Congress and propose policy directions to Korea. For this purpose, differentiation was derived by reviewing the significance of authority of budget formulation for the operation of the council in local councils, the theoretical background of the function of the local council, and previous studies. In addition, after establishing the research and analysis framework, the cases of the two cities were analyzed by dividing them by the functions of local councils (check and monitoring functions, resident representation functions, and administrative functions). As a result, New York City give the city council the full authority of operating budget formulation, and Los Angeles City council has a wide range of discretion in formulating and operating the council's budget. It was confirmed that both cities are strengthening the function of the city council by utilizing the right to organize budgets. After the analysis, the feasibility of the study was supplemented through discussions with local council experts and policy directions on the authority of budget formulation were presented.
