미국 연방정부는 코로나-19 팬데믹에 대응하여 2020년 3월 코로나바이러스 지원, 구제 및 경제보상법(CARES 법)을 제정하였다. 동 법으로 팬데믹실업부조(PUA) 프로그램이 한시적으로 도입되었다. 팬데믹실업부조는 실업보험의 적용대상이 아닌 자영업자, 플랫폼 근로자 등에게 최대 39주의 실업급여를 지급하는 프로그램이다. 지금까지 연구 결과를 종합해보면, 팬데믹실업부조 프로그램은 팬데믹 기간 노동시장 취약계층에게 소득 상실에 대한 보호 기능을 수행하였다. 또한, 이 프로그램이 정규 실업급여와 비교하여 도덕적 해이 문제를 더 유발한다는 뚜렷한 실증적 근거는 제시되지 않았다. 문제는 충분한 준비 과정 없이 프로그램을 급하게 추진하는 상황에서 부정 수급을 포함한 부정확한 실업급여 지급액이 급증하였다는 점이다. 제도 남용의 가능성을 줄이기 위해 고용보험 데이터 인프라와 기술에 대한 지속적 투자, 관련 기관 간의 고용, 소득 정보공유 체계가 강화되어야 한다. 또한, 고용 형태의 다양화와 비정형 근로의 확산에 대해 고용서비스의 유연한 대응이 요구된다. 고용보험이 비자발적 실직에 대한 소득 보험의 역할뿐만 아니라, 이들 구직자의 경력개발과 경력전환의 기회가 되어야 할 것이다.
The U.S. federal government enacted the Coronavirus Aid, Relief, and Economic Security (CARES) Act in response to the COVID-19 pandemic in March 2020. The CARES Act temporarily expanded eligibility of unemployment insurance through the Pandemic Unemployment Assistance (PUA) program. PUA provided unemployment benefits for 39 weeks to self-employed workers, platform workers, and others not previously eligible for UI. In summarizing previous studies, the PUA program did increase protection by insuring income losses for workers at the margins of the labor market. There is little empirical work to date on greater moral hazard problems of the program. However, as it was rolled out without sufficient preparation process, administrative challenges were acute in the program resulting in a dramatic increase in fraudulent claims and improper payments during the pandemic. To mitigate concerns of abuse of the program, it is necessary to continuously invest in Employment Insurance technology and data infrastructure. And the MOEL should be actively working with related agencies to share and cross-check employment and income data of the self-employed. Employment service providers face new challenges of adapting and responding to the growth of precarious and nonstandard work. In addition to providing income insurance to an involuntary job loss, Employment Insurance should provide opportunities for their career development and career transition.
