그동안 지방의회 인사청문제도에 대한 도입 당위성과 제도 개선에 관한 학술적인 논의들이 다수 진행되어 왔으나, 제도의 지속가능한 발전을 위한 실증적 연구는 찾아보기가 어려운 상황이다. 지방의회 인사청문제도의 목적 달성과 활성화를 위해서는 그 제도를 바라보는 시민 인식과 의견수렴에 기초하여 의사결정과 운영 방향을 설정하는 것이 바람직하기 때문에, 이들에 관한 실증적인 연구는 의미하는 바가 크다고 할 수 있다. 또한 공공부문에서의 공정성과 책임성, 투명성에 대한 사회적 요구가 높아지는 가운데, 이와 관련된 인사청문제도의 역할과 기능을 종합적으로 탐색해볼 필요가 있다. 이러한 배경 하에서 본 연구는 시민 인식을 중심으로 지방의회 인사청문제도의 기대효과에 관한 영향요인들을 규명하고, 제도의 활성화를 위한 정책적 함의를 도출하고자 한다. 분석 결과, 제도적 기능, 투명성, 시민참여 요인은 지방의회 인사청문제도의 기대효과에 정(+)의 영향을 미치는 것으로 나타났다. 본 연구결과를 바탕으로 다음과 같은 정책적 제언을 제시한다. 지방의회 차원에서 인사청문제도가 전면적으로 도입되어야 하며, 법적 근거를 마련을 위한 관계 법령의 제･개정이 요구된다. 더불어 인사청문과정과 결과는 투명하게 공개되어야 하며, 시민참여 요소를 강화해야 한다.
In the meantime, there have been many academic discussions on the justification for the introduction of the local council hearing system and system improvement. However, it is difficult to find empirical studies for the sustainable development of the local council hearing system. In order to achieve the purpose and vitalization of the local council hearing system, it is desirable to set the decision-making and operation direction based on the citizen's perception of the system and the collection of opinions, so empirical research on them is significant. In addition, as social demands for fairness, accountability, and transparency in the public sector increase, it is necessary to comprehensively explore the roles and functions of the hearing system. Based on this background, this study seeks to identify the factors affecting the expected effect of the local council hearing system with a focus on citizens' perceptions, and to derive policy implications for the revitalization of the system. As a result of the analysis, Institutional function, transparency, and citizen participation have a positive (+) effect on the expected effect of local council hearing system. Based on this, this study presents some policy suggestions. At the local council level, the hearing system should be completely introduced, and related laws and regulations should be enacted and revised to provide a legal basis. In addition, the hearing process and results should be transparently disclosed, and the element of citizen participation should be strengthened.
