일본의 기록공동체는 자치체 통폐합으로 인한 자치체 제도의 변화와 지역의 과소화(過疏化), 사료보존 활동가층의 고령화 등 지역의 기록보존에 대한 심각한 위기감 속에서 아카이브 설립을 위한 활동을 끊임없이 전개하고 있다. 이 논문은 최근 2~3년간 일본 나가노 지역의 자치체에서 연속적으로 아카이브가 설립된 현상에 주목하고 그 배경과 원인을 고찰하였다. 자치체사 편찬 과정에서 수집한 기록과 통폐합된 옛 자치체의 비현용기록에 대한 정리·보존 등의 문제가 배경으로 작용하였다. 특히 자치체를 경계 짓는 행정 구역을 뛰어넘어서 역사적·문화적 연원을 같이 하는 전 지역에 걸친 지역사 연구 단체들의 지속적인 아카이브 설립 운동이 큰 영향력을 발휘하였다. 또한 인접한 선진 아카이브의 지원·협력 등 기록공동체 내 인적 연계와 활동 또한 중요한 요인으로 작용하였다. 이와 같은 나가노 지역의 자치체 아카이브 설립 사례는 본격화할 한국의 자치체 아카이브 시대에 대한 전망과 시사점을 줄 것이다.
This paper focuses on the phenomenon that basic municipalities in Nagano Prefecture, Japan, have established archives in the last two to three years, and examines the background and causes. The movement of establishing a continuous archive of regional historical associations that encompassed several regions beyond a specific municipality exerted great influence. The linkage and cooperation activities of The Japan Society of Archives Institutions also acted as a major factor. These examples of municipal archives in Nagano Prefecture will give prospects and implications that can facilitate the establishment of a local archive in Korea.
