이 글은 발해 연파의 요 배반과, 定安國으로의 귀부, 다시 兀惹城으로 피신한 뒤 올야부와 연대하여 대요 항쟁을 지속한 과정을 검토하여 정안국과 올야부가 각기 다른 발해인 정치체임을 논증하였다. 발해국 멸망 후 발해인들의 활동은 연구 초기부터 주목받았지만, 많은 관심에도 불구하고 자료의 제약으로 확정할만한 주장은 거의 없는데, 올야부의 정체에 대한 논의도 그중 하나이다. 최근에는 올야부와 정안국을 동일정치체로 인식하는 논자들이 생겨났는데, 이는 사실과 다르다. 당시의 기록을 검토해보면 정안국과 올야 모두 발해인 정치체이긴 했으나, 정안국의 이칭이 올야부였다거나, 또는 그 반대였다는 주장은 근거가 없다.
Examined in this article is how the Balhae faction Yeonpa broke free from Khitan Liao, surrendered to Jeong'an-guk(定安國), and then sought refuge in the Olya-seong(兀惹城) castle, and continued its allied relationship with Olya-bu(兀惹部) to fight Liao. What is explicitly argued here is that Jeong'an-guk and Olya-bu, although both related to the late Balhae, were clearly separate entities. There have been numerous studies focusing on the lives and actions of the Balhae refugees and descendants after Balhae fell, but lack of materials and records always plagued efforts to expand the scope of discussion concerning relevant issues, and the nature of Olya-bu was one of such topics that had never been sufficiently discussed. Recently some scholars came out arguing that Olya-bu and Jeong'an-guk were not two different entities but merely two different names referring to a single entity, but such assessment seems to be in need of reconsideration, as a concrete evidence to support the argument that Olya-bu was simply another name for Jeong'an-guk or vice-versa has never been suggested.
