이 연구는 강원지역 언론인들과의 인터뷰를 바탕으로 지역방송의 저널리즘 역할을 성찰하고, 저널리즘 강화를 위한 방안들을 탐색했다. 인터뷰에 참여한 기자들은 주민 목소리를 중시하는 지역 저널리즘으로의 변화에 동의하고 있었고, 기자로서의 높은 책임감과 소명의식과 함께 재정난과 인력부족으로 인한 위기감도 느끼고 있었다. 인터뷰를 통해, 권력이나 거악 감시라는 전통적 언론 규범이나 ‘객관적 저널리즘’, ‘갈등유발 저널리즘’, ‘발표 저널리즘’ 관행에서 탈피해 주민이 요청하는 의제를 추적하고, 그 결과를 주민에게 보고하는 방식과 주민 삶의 변화를 우선하는 저널리즘을 시도하는 것이 지역방송 저널리즘 역할 강화 방안이 됨을 알 수 있었다. 특히, 주민의 목소리와 참여를 중시하고, 의제를 해결하는 과정에 치중하며, 주민 관심을 지역언론으로 되돌릴 수 있는 대안적 저널리즘 모델인 ‘해결지향 저널리즘’ 실천을 위해서는 재정·인력 보충 등 현장의 요구를 경청하는 정책과 함께 유튜브, 데이터 저널리즘 등에 대한 교육 기회도 확대되어야 한다.
This research based on interviews with journalists in Gangwon Province contemplates the role of journalism, and further investigates possible ways to improve the journalistic role of local broadcasting. Reporters who participated in the interviews agreed upon the importance of local journalism as well as the change of journalism to respect local citizens’ voice; they have a sense of responsibility and calling while having a sense of anxiety due to financial difficulties and manpower problems. According to the interview results, solution journalism, which focuses on improving citizens’ daily life, can reinforce the role of journalism in local media while breaking from traditional media norms, such as the monitoring of a great evil, objective journalism, conflict generating journalism and announcement journalism. Also, solution journalism can emphasize the community citizens’ voice and participation and therefor regain citizens’ interest in local broadcasting; it also require listening to voices from the field, increasing policy supports, such as financial and manpower inputs and enlarging education opportunities regarding the use of YouTube, data journalism and the like.
