본 연구의 목적은 미국과 러시아, 양국 간에 이루어진 핵 군축협상인 SALT, INF, START에 대해 조약에 대해 살펴보고, 이러한 핵 군축협상의 성공과 실패의 배경에는 어떠한 영향요인 있는지, 정치·안보환경, 경제 상황, 지도자의 리더십(성향) 세 가지 요인이 어떤 연관관계를 갖고 협상의 동인으로 작용하였는지 분석하고, 양국 간의 협상의 성과와 한계에 관해 도출하는 것이다. 미국과 러시아 양국은 SALT, INF, START를 통하여 핵무기를 상당량 감축했으며, 나아가 2021년 New START조약을 5년 연장에 합의함으로써 핵군축을 위해 노력하고 있다. 이처럼 양국 간의 핵무기 통제는 다소 부족한 면이 없지 않으나, 나름대로의 역할을 수행했다고 평가할 수 있다. 핵 군축협상에 영향을 미친 요인으로는 협상 당시의 정치·안보환경, 경제 상황, 지도자의 리더십 등이 상호 연관을 갖고 작용하면서 협상을 추진하는 동인으로 작용하였음을 알 수 있는데 그중에서도 가장 핵심적인 요인으로는 지도자의 리더십이라고 할 수 있다. 여러 가지 조건이 충족되었더라도 몇 가지 충족되지 않는 조건으로 협상을 중단하느냐, 충족되지 않는 조건에 대한 해결방안을 모색하면서 협상을 진행하느냐는 지도자의 결단이 필요한 사안이라고 할 수 있을 것이다. 이에 북한의 상황을 대입해 보면, 정치·안보환경, 경제 상황은 핵군축 또는 국제사회가 원하는 비핵화의 조건을 충분히 갖추었다고 할 수 있을 것이다. 하지만 북한의 모든 정책을 결정하는 김정은 국무위원장은 핵을 체제보장 및 위협 수단으로 강력하게 추진하고 있다. 따라서 향후 북한의 김정은 국무위원장을 핵 협상 테이블로 나오게 하기 위한 우리 정부의 노력 및 대응 방안에 관한 연구가 필요하다는 것을 제안한다.
The purpose of this study is to examine the treaties SALT, INF, and START, which are nuclear disarmament negotiations between the United States, Russia, and the two countries, analyze what influences the success and failure of these negotiations, the political and security environment, the economic situation, and the leadership (tendency) of the two countries. Both the United States and Russia have significantly reduced nuclear weapons through SALT, INF, and START, and are working toward nuclear disarmament by agreeing to extend the New START Treaty by five years in 2021. As such, nuclear weapons control between the two countries is somewhat lacking, but it can be evaluated that they have played their role. The factors that influenced the nuclear disarmament negotiations were the political and security environment, economic situation, and leadership at the time of negotiation, and the most important factors were the leadership of the leader. Even if various conditions are met, it can be said that the leader's decision is necessary to stop negotiations on some unmet conditions or to proceed with negotiations while seeking solutions to unmet conditions. Taking North Korea's situation into consideration, it can be said that the political and security environment and economic situation have sufficient conditions for nuclear disarmament or denuclearization desired by the international community. However, Kim Jong-un, who decides all North Korea's policies, is strongly pushing for nuclear weapons as a means of guaranteeing and threatening the regime. Therefore, I suggest that research on the South Korean government's efforts and countermeasures to bring North Korean leader Kim Jong-un to the nuclear negotiation table is needed in the future.
