본 연구는 문재인 정부의 재정정책을 평가하고 새 정부(윤석열 정부)의 바람직한 재정정책 방향을 모색하는 것을 연구목적으로 삼았다. 문재인 정부 재정정책의 특징은 ‘역대급 규모와 속도의 확장재정과 그로 인한 국가채무 폭증 및 재정건전성 훼손’으로 요약할 수 있다. 본 연구는 문재인 정부의 재정정책 기조가 다섯 가지 재정관(財政觀)에 바탕을 두고 있음을 지적하고 반론을 통해 이러한 재정관이 오류를 범했다는 것을 논증했다. 윤석열 정부는 문재인 정부의 오판과 실책을 반면교사(反面敎師)로 삼아 왜곡된 재정관을 바로잡고 재정건전성을 회복하기 위한 노력을 기울여야 할 것이다. 본 연구는 윤석열 정부의 재정건전성 회복 방안으로 3단계(습관적 추경 억제, 재정준칙 제정, 재정위원회 설립) 전략을 제안하고 재정모범국 독일을 롤모델로 삼을 것을 권고했다.
This paper tries to evaluate the fiscal policy of the Moon, Jae-In Government, and to find a way to recover the ‘Sound Fiscal Position’ in the New Government. The fiscal policy of the Moon Government can be characterized as expansionary government expenditures and sharp increase of national debt in history. The fiscal policy of the Moon Government seems to be based upon five fiscal viewpoints, and this paper argues those viewpoints are misleading. New Government has to correct the errors and mistakes made in the Moon Government, and make an effort to recover the fiscal soundness by introducing 3-step approach.
