이 연구는 최근 전개된 보건복지전달체계 강화 시범사업의 경험을 조망하고 맞춤형 통합서비스 제공체계 구축을 위해 필요한 공공전달체계 개편 전략을 모색하는 데 목적이 있다. 10개 지자체에서 이루어진 시범사업 참여자들에 대한 초점집단인터뷰, 문서 검토, 현장 관찰 등 다중적 자료원들을 활용하여 질적 사례연구를 수행하였다. 전문성, 통합성, 접근성, 효율성, 적절성 원칙에 근거하여 시범사업 경험을 분석하였다. 분석 결과를 바탕으로 전달체계 구성요소인 조직, 인력, 사업 방식 차원에서 공공전달체계 개편 시 필요한 전략을 제시하였다.
This study aims to find strategies for reorganizing the public service delivery system to build a customized integrated service provision system by examining the experience of the recent demonstration project of Health and Welfare Delivery System Reinforcement. Qualitative case studies were conducted using multiple data sources such as Focus Group Interviews, administration document reviews, and field observations of 10 local governments which had participated in the demonstration project. The demonstration project experience was analyzed based on the principles of professionalism, integrity, accessibility, efficiency, and relevance. Based on the results of the analysis, strategies for reorganizing the public delivery system were suggested in terms of organization, manpower, and program, which are the main components of the delivery system.
