정부의 디지털화 노력은 시공간 제약과 쌍방향 커뮤니케이션이라는 ICT의 특징을 활용하여 주민 지향적 서비스와행정 효율성을 제고하는데 중요한 역할을 하며, 주민참여의 방식과 속도에 영향을 미쳤다. 이에 본 연구는 2018년부터 2020년 기간 동안 지방자치단체를 중심으로 디지털화 투입이 주민참여에 미치는 영향을 실증연구하였다. 종속변수는 종합적인 수준에서의 주민참여와 그 하위 차원으로 민원제기와 정보공개청구로서의 참여를 살펴보았으며, 지자체의 디지털화에 대한 예산, 인력, 조례 및 규칙으로 측정된 디지털화에 대한 투입을 독립변수로 하여 실증분석을 실시하였다. 연구 결과, 지방정부의 디지털화 투입은 주민참여에 긍정적인 영향을 미치는 것으로 나타났으며, 이들 관계를 고령화 수준이 조절하는 것으로 나타났다. 이에 따라 본 연구에서는 지방자치단체의 디지털화 투입이 주민참여에미치는 영향과 그 영향력을 조절하는 고령화 수준에 초점을 두고 이론적 함의와 정책적 시사점을 제시하였다.
ICT activates two-way communication that overcomes time and space constraints. In particular, the efforts of government’s digitalization using the characteristics of ICT played an important role in improving citizen-oriented services and administrative efficiency. In addition, regional characteristics such as aging are likely to affect the relationship between digitalization input and citizen participation. This study empirically analyzed the effect of digitalization input on citizen participation and the moderating effect of aging in local governments from 2018 to 2020. As a result of the study, it was found that the local government’s digitalization input had a positive effect on citizen participation, and the level of aging moderated these relationships. Theoretical implications and policy implications were presented.
