일본 정부는 디지털 아카이브의 활용을 추진하기 위해 메타 데이터나 디지털 콘텐츠를 정비함과 동시에 다양한 분야 및 지역의 정보와 이용자를 이어주는 연계 기반이 되는 국가 분야 횡단형 통합 포털인 ‘재팬 서치(https://jpsearch.go.jp)’를 구축했다. 2019년 2월 시험판 공개를 거쳐 2020년 8월 25일 정식판이 공개된 후 본격적으로 운용 중이다. 모든 종류의 문화자원을 대상으로 하는 ‘재팬 서치’는 일본 디지털 아카이브의 계보에 있어 도달점이라고 평가되고 있다. 그 배경에는 무엇보다 방대한 디지털 자원을 이용자가 편리하게 활용하는 데 초점을 두고 그 성과를 다시금 아카이브 제공 기관에 환원하는 선순환 구조는 지향한다는 점을 들 수 있다. ‘재팬 서치’ 정식판에 추가된 개인발 전자 전람회를 구상할 수 있는 ‘마이 노트’ 기능이나 ‘워크 스페이스’의 공동 편집 기능 등을 통하여 디지털 아카이브의 전체 유통 체계 중 이용 측면에서의 대폭적인 보강을 통하여 액티브한 디지털 환경을 구축하려는 목표가 확연히 드러나 있다. 이처럼 이용자의 활용이라는 측면에 초점을 둔 디지털 환경 속에서, 그간 연구자들의 연구 자료로서 주로 활용되었던 한적 등 고전적 분야는 대중과의 거리를 좁혀 고전적 데이터베이스의 활용 저변이 확대됨으로써 이것이 한문학 발전으로 이어질 수 있는 기회를 마련한 듯하다. 본고에서는 콘텐츠 활용과 관련해서 일본의 국립국회도서관의 디지털 아카이브 정책이 어떻게 진행되어 왔는지 살피고, 이를 포괄하는 ‘재팬 서치’의 운용 방향성과 그에 따른 시사점을 도출해보고자 한다.
In order to promote the utilization of digital archives, the Japanese government has established ‘Japan Search’, a cross-border integrated portal in various fields and regions that connects information and users. After the test version was released in February 2019, the official version was released on August 25, 2020, and it is in full operation. ‘Japan Search’, which targets all kinds of cultural resources, is evaluated as a point of arrival in the genealogy of Japanese digital archives. In the background, above all, it is aimed at a virtuous cycle structure that focuses on conveniently utilizing vast digital resources and returns the results to archive providers. The goal of establishing an active digital environment through significant reinforcement in terms of use among the entire distribution system of digital archives through the ‘My Note’ function or the joint editing function of ‘Workspace’, which can conceive personalized electronic exhibitions added to the official edition of ‘Japan Search’. In this digital environment focused on transfer and utilization, classical fields such as a book in classical Chinese(漢籍), which have been mainly used as research data for researchers, seem to have provided an opportunity to lead to the development of Chinese literature by narrowing the distance from the public. In this paper, I will look at how Japan's National Assembly Library's digital archive policy has progressed in relation to content utilization and utilization, and derive the direction of operation of ‘Japan Search’, which encompasses it, and its implications.
