근대화와 도시화를 거친 현대 한국 사회에도 극단적 가난이 가시화된 빈곤 밀집 지역은 존재하고 있다. 이 지역에 대한 생각이 어떠했는지에 따라 역사적으로 정책적처방은 크게 달라져 왔다. 특히 이 공간은 존재해야 하는지, 사라져야 하는지를 둘러싸고 불량 주거지와 빈민촌의 두 논리가 날카롭게 대립해 왔다. 빈곤 밀집 지역은 물리적 측면에서 절대적으로 개발이 필요하고 따라서 긍정하기 힘든 열악한 공간이나, 동시에 빈민이 서로 협력해 만들어 가는 촌락이다. 그러나 그곳의 장소성을 긍정하는 순간 개개인이 극도의 빈곤을 견뎌야 하는 상황은 여전하다는 점에서빈곤 밀집 지역에 대한 해석은 복잡하다. 빈곤과 추방을 되풀이하지 않기 위해서는과연 빈민에게 무엇이 복지인지에 대한 섬세하고 적극적인 정책적 · 실천적 고뇌가 요구된다. 본고는 빈곤 밀집 지역의 두 논리를 탐구함으로써 현존하는 빈곤 밀집 지역들의 존폐와 관련해 생각되어야 할 지점들을 안내한다.
Even in modern Korean society that has undergone modernization and urbanization, there are still poverty-stricken areas where extreme poverty is visible. Historically, policy prescriptions have changed greatly depending on what was thought of this area. There has been a sharp confrontation between the two logic of substandard housing and urban poor communities over whether this space should exist or disappear. The poverty-stricken area is a space that absolutely needs development from a physical point of view and is therefore difficult to affirm, but at the same time, it is a village created by the poor in cooperation with each other. However, the interpretation of poverty-striken areas is complicated in the sense that there is still a situation in which individuals have to endure extreme poverty though they affirm it. In order not to repeat this poverty and eviction, delicate and active policy and practical agony on what welfare is for the poor is required. This paper guides the points to be considered regarding the existence and abolition of existing poverty-stricken areas by exploring the two logic of poverty clusters.
