본 시론적 논의는 인공지능이 4차 산업혁명의 정점에 달하면 계급제와 한국형 엽관주의라는 고질병을 치유하고 ‘승진 노이로제’에 걸린 ‘영혼 없는 공무원’도 구제함으로써 ‘신행정국가’를 탄생시킬 것으로 예측하고 그 과정을 설명한다. 역사적으로 산업혁명이 행정학을 잉태했듯이 4차 산업혁명이 잉태할 행정의 모습은 첫째, ‘인공지능 관료제’가 등장하여 행정의 주체가 인간에서 인간과 인공지능의 협업으로 변화한다. 둘째, 역량이 증폭된 ‘마이스터형 공무원’이 등장하여 정책과정을 통합하여 통할함으로써 조직계층도 통합한다, 셋째, 통합 결과 공무원의 정무적 역할이 커지면서 ‘신행정국가’가 등장한다. 단, 인공지능이 무엇을 원하는지, 인간 공무원이 왜 필요하고 무엇을 원해야 할지에 대한 지속적 성찰이 필요하다.
This introductory discussion explains the process of creating New Administrative State by helping artificial intelligence heal the chronic diseases of the class system and Korean spoil system and relieve 'civil servants without a soul' suffering from 'promotion neurosis' when the 4th industrial revolution reaches its peak. Historically, just as the Industrial Revolution conceived public administration, the appearance of public administration to be conceived in the 4th Industrial Revolution is as follows. First, the emergence of Artificial Intelligence Bureaucracy changes the subject of administration from humans to collaboration between humans and artificial intelligence. Second, Meister Civil Servants with amplified capabilities emerge and integrate the policy process, thereby integrating the organizational hierarchy. Third, as a result of the integration, the political role of public officials increase, and New Administrative State appears. However, it is necessary to continuously reflect on what artificial intelligence wants and why human civil servants are needed and what they should want.
