본 연구의 목적은 재건축사업과정에서 발생하는 갈등의 이해관계구조와 특징을 분석하여 갈등 해결을 위한 바람직한 지방정부의 역할을 모색하는 데 있다. 이를 위해 본 연구는 국내 최대규모의 재건축사업인 둔촌주공아파트 재건축사업을 사례로 선정하고 갈등주기론에 따른 갈등전개과정에 정책네트워크 모형을 적용하여 분석하였다. 분석결과, 사업 초기인 갈등 잠복기에는 공통의 목표를 달성하기 위해 모든 행위자는 개방적이고 수평적인 관계를 형성하고 협력 관계를 보였는데, 사업 환경이 변화하고, 갈등이 표면화되면서 수직적이고 폐쇄적인 관계가 나타났다. 갈등이 확대된 이후, 이해당사자들의 노력만으로는 갈등의 해결은 어렵게 되었고, 합리적인 갈등조정과 협상을 위한 조정자의 역할이 중요해졌다. 조정자의 중재 시도로 갈등은 완화되지만, 시기적으로 적절한 중재가 이루어지지 않으면서 큰 손실이 발생하였다. 본 연구를 토대로 재개발 및 재건축사업과정에서 발생하는 갈등을 해결하기 위한 지방정부의역할을 제시한다면 첫째, 지방정부는 이해관계자 간 이해충돌상황에서 집단행동의 딜레마 상황에 직면하지 않도록 협상을 시도해야 한다. 둘째, 합리적인 갈등조정과 협상이 이루어질 수있도록 지방정부는 적극적인 조정자 역할을 수행하여야 한다. 셋째, 위임-대리인 문제를 예방하고 협상이 이루어질 수 있는 대책 마련과 함께 협상 내용이 이행될 수 있도록 보호하여야 한다. 마지막으로 사회적 파급효과를 고려하여 효과적인 갈등관리기능을 수행할 수 있는 시스템을 구축하여야 한다. 본 연구는 재건축사업의 갈등을 둘러싼 이해관계구조파악에 정책네트워크 모형의 유용성을 확인할 수 있었다는 점, 재개발 및 재건축사업과정에서 발생할 수 있는 갈등을 해결할 수 있는 지방정부의 역할을 제시하였다는 점에 의미를 부여할 수 있다.
The purpose of this study is to study the case of the reconstruction project of Dunchon Jugong Apartment and explore the desirable role of local governments to resolve conflicts arising in the reconstruction project. Based on this study, the role of local governments in resolving conflicts arising from redevelopment and reconstruction projects is as follows. First, local governments should try to negotiate so as not to face the dilemma of collective action in a conflict of interest situation between stakeholders. Second, local governments should play an active mediator role so that reasonable conflict mediation and negotiations can take place. Third, it is necessary to prevent the delegation-agent problem, prepare measures for negotiations, and protect the contents of negotiations so that they can be implemented. Lastly, considering the social ripple effect, a system that can perform an effective conflict management function must be established. This study can be meaningful in that it theoretically expanded the application area of the policy network model and presented the role of local governments in resolving conflicts that may occur in the process of redevelopment and reconstruction projects.
