이 글은 조선철도주식회사의 경북선을 사례로 삼아 그 부설과 운영 과정에서 드러나는 지역 사회의 모습을 살핀 글이다. 경북선은 경상북부 지역 개발을 목적으로 허가되어, 1920년대에서 1930년대 초반에 걸쳐 부설되었으며 노선은 경부선 김천역에서 갈라져 안동에 이르는 대표적인 경부선의 지선철도이다. 경북선의 개통으로 인해 경상북부의 지역 교통 체계는 형태적, 기능적으로 크게 변모하였다. 또 식민 권력의 지역 침투, 상품유통 구조의 재편, 전근대적 교통수단에 의지하던 조선 상인들의 몰락 등이 동반되었다. 경북선 개통은 교통의 편리를 가져다 주었지만 지역 간에, 지역과 철도회사간의 갈등을 야기하기도 하였다. 경북선의 기점이 김천역으로 결정된 이후 종점인 안동까지 순차적으로 노선이 뻗어나갈 때마다, 새롭게 종점이 되는 도시와 이전의 종점이었던 도시 간에는 신구(新舊) 종점 갈등이 일어났다. 이러한 갈등은 소유주 조선철도주식회사의 운임 정책과도 맞물려 있었다. 조선철도주식회사는 지속적인 경영 이익을 보기 위해, 또 화물자동차와의 경쟁에서 이기기 위해 높은 운임을 고수하였다. 지역민은 고율의 운임 정책을 지속하는 조철을 보이콧하고 대안을 마련하기도 했지만 대자본에 대항하여 변화를 이끌어내기는 어려웠다. 또 적극적 조정자 역할을 방기하는 총독부의 태도로 인해 지역민의 염원은 이루어지지 않았다.
This article takes the Gyeongbuk Line of Chosun Railroad Co., Ltd. as an example and examines the appearance of the local community revealed in the process of its construction and operation. The Gyeongbuk Line was licensed for the purpose of developing the northern Gyeongsang region, and was built from the 1920s to the early 1930s, and the route is a representative branch railway of the Gyeongbuk Line from Gimcheon Station to Andong. With the opening of the Gyeongbuk Line, the regional transportation system in northern Gyeongsang Province has changed significantly in form and function. In addition, it was accompanied by the infiltration of colonial power into the region, the reorganization of the product distribution structure, and the collapse of Chosun merchants who relied on pre-modern transportation. The opening of the Gyeongbuk Line brought convenience to transportation, but also caused conflicts between regions and between regions and railway companies. After the starting point of the Gyeongbuk Line was decided as Gimcheon Station, whenever the route extended sequentially to Andong, the end point, a conflict between the new end point and the previous end point occurred. This conflict was also linked to the fare policy of the owner Chosun Railway Co., Ltd. Chosun Railroad Co., Ltd. stuck to high fares to see continuous management profits and to win competition with freight cars. Local residents boycotted railway companies that continued their high-rate fare policies and prepared alternatives, but it was difficult to bring about changes against large capital. In addition, the wishes of the local people were not fulfilled due to the attitude of the Governor-General, who gave up the role of an active mediator.
