국내외의 정책 딜레마적 상황이 서로 복합적으로 연계된 다중적 딜레마(multi-layered policy dilemma)에 직면한 ‘상대적 약소국’ 한국은 외교정책의 딜레마적 위기 상황을 쉽게 극복하지 못한 채, 정책적 선호나 결정한 정책을 공개하지 못하는 상황에 직면하게 된다. 본 연구는 다중적 딜레마 상황이 본질적으로 변화한 것이 없음에도 불구하고, 스스로 딜레마적 상황을 직접 해소하지 못하는 한국이 자신의 정책 선호를 공개하고 입장을 분명하게 밝히는 경우가 발생할 수 있다는 점에 주목하였다. 이를 설명하기 위하여 ‘비난 회피 기재’의 확보 여부에 주목하였고, 한국이 THAAD 배치를 공개한 사례와 AIIB 가입을 발표한 사례를 선정하여 비난 회피 기재의 적실성 및 작동 여부를 검토해 보았다. 그리고 한국은 이익 극대화를 추구하는 강대국처럼 딜레마적 구조를 직접 해체하거나 타개하지는 못하지만, ‘비난 회피 기재’를 확보하게 될 때 선택의 ‘불가피성’을 강조하거나 ‘핑곗거리’로 활용하 면서 국내외로부터 발생하는 비난을 회피하거나, 정치적 피해를 최소화하기 위한 대응 논리를 전개 한다는 점을 확인하였다. 본 연구는 한국이 다중적 딜레마로 인해 유보하고 있던 외교정책의 공표를 위하여 ‘비난 회피 기재’를 활용하였다는 점을 확인함으로써 분석적 유용성을 얻을 수 있었다.
‘A relatively weak state’ in the ‘multi-layered policy dilemma’ that constitutes the significantly complex situation of intertwining international and domestic dilemmas cannot easily decide or even declare its foreign policy. In general, the question is whether or not a relatively weak state can overcome the multi-layered policy dilemma. A weak state, however, is unlikely to dismantle the structure of a multi-layered policy dilemma, but great powers can. This paper examines how the weak state can operate within a multi-layered policy dilemma in order to reveal its foreign policy decisions and policy preferences. Here, a ‘criticism-evasion’ can be crucial to the foreign policy declaration of the weak state. A criticism-evasion, however, is not easy to obtain; it depends on the occurrence of international environmental changes, which are unrelated to the cause of the multi-layered policy dilemma. This paper stresses that the top decision-maker of the weak state can reveal the preferred foreign policy by avoiding political blame if he or she obtains the criticism-evasion in the multi-layered policy dilemma. Specifically, a criticism-evasion can play a role in emphasizing an ‘ineluctability’ or being an ‘excuse’ for foreign policy declarations. The case studies of the South Korean government’s THAAD deployment and its AIIB joining can shed light on whether the government can sidestep external and internal political blame through the criticism-evasion. Therefore, this series of analyses can contribute to extracting the comparably clear-cut implication that the weak state’s foreign policy declaration focuses on evading criticism in a multi-layered policy dilemma.
