최근 정부에서는 지역 주도의 혁신성장을 통해 국가 경쟁력을 확보하기 위한 국정과제를 제시하였다. 지역의 혁신 선순환 체계를 구축하기 위해, R&D 투자가 지속적으로 확대될 전망이므로 지역의 효율적인 연구개발 투자를 위해서 지역의 혁신역량을 살펴볼 필요가 있다. 본 연구에서는 인천지역에서의 출원, 등록한 특허 정보를 활용하여 다양한 지표 및 핵심기술 분석을 통해 지역의 특허활동을 다각도로 살펴봄으로써 기술혁신 역량을 분석하고자 한다. 이를 위해 먼저 특허 서지정보를 활용하여 분석목적에 부합하는 지표를 선정한 뒤 통계적 분석을 통해 인천지역의 기술개발, 경쟁력 수준을 살펴보았다. 그리고 사회네트워크분석(Social network analysis) 기법을 활용하여 지역에서 경쟁력 있는 기술을 도출하고, 출원인 분석을 통해 특허활동의 핵심 기관을 도출하였다. 분석 결과, 인천의 지역 내 기술혁신활동은 지역경제 규모의 성장보다 낮고, 우수한 기술의 확보와 권리 획득을 위한 활동에서도 감소 추세인 것으로 나타났다. 그럼에도 공동출현 특허를 중심으로 살펴본 결과에서 공공분야에서의 특허활동이 활발해지고 있다.
Recently, the government presented national tasks to secure national competitiveness through regional-led innovative growth. In order to establish a virtuous cycle of regional innovation, R&D investment is expected to expand, so it is necessary to examine regional innovation capabilities for efficient R&D investment in the region. This study aims to analyze the capabilities of technological innovation by examining the patent activities of the region from various angles and by the core technology analysis using patent information applied and registered in Incheon. To this end, indicators suitable for the purpose of analysis were selected using patent bibliographic information, and then the level of technology development and competitiveness in Incheon was examined through statistical analysis. In addition, competitive technologies were derived from the region using social network analysis techniques, and key institutions of patent activities were derived through application analysis. As a result of the analysis, it was found that technological innovation activities in Incheon were lower than the growth of the other regional economy, and were also on the decline in activities to secure excellent technologies and acquire rights. Nevertheless, as a result of examining jointly appearing patents, it was found that patent activities in the public sector were becoming active.
