이 연구는 킹핀전략모형(King-pin Strategy Model)을 재개발하고, 킹핀을 찾아내는 킹핀탐색모형을 개발한 후 이를 노인 빈곤 이슈에 적용하였다. 킹핀탐색모형 제1단계에서 노인 빈곤이라는 사회적 이슈의 생존 주기를 찾아냈다. 제2단계에서 노인 빈곤의 생존 주기에서 사회적 관심이 가장 집중된 시기(2013년∼2019년)를 찾아냈다. 제3단계에서는 2단계에서 노인 빈곤의 문제를 해결하기 위한 학술 연구를 통해 10개를 정책 주제로 선정한 후 이 기간에 노인 빈곤관련 뉴스 보도 기사들을 수집하여 내용분석을 진행하였다. 그리고 제4단계에서는 노인 빈곤 관련 뉴스 보도의 내용분석을 통해 가장 많이 제시한 노인 빈곤 해결을 위한 정책 주제인 킹핀을 찾아냈다. 이런 과정을 거쳐 찾아낸 킹핀은 기초연금, 기초생활보장, 정년연장, 노인일자리, 국민연금개편 등 총 10개의 정책 주제 중 “노인일자리”로 나타났다.
This study redeveloped the king-pin strategy model and developed a king-pin search model to find the kingpin, and applied it to the elderly poverty issue. In the first stage of the king-pin search model, the life cycle of elderly poverty was found. In the second stage, we found the period of greatest public attention (2013-2019) in the life cycle of elderly poverty. In the third stage, 10 policy topics were selected through academic studies to solve the problem of elderly poverty in stage 2, and news articles related to elderly poverty were collected during this period and content analysis on them was conducted. And in the fourth stage, the kingpin, the most effective policy topic for resolving elderly poverty, was found through the content analysis of news reports related to elderly poverty. The kingpin, which was found through this process, appeared as “job for the elderly” among a total of 10 policy themes, including basic pension, basic livelihood security, retirement age extension, job for the elderly, and national pension reform.
