본 논문은 Kingdon의 다중흐름모형을 토대로 한국형 규제샌드박스 정책결정과정을 분석하였다. 누구에 의해 어떠한 의도로 주도되었는지, 그 과정상에 영향을 미친 정치사회적 맥락들을 분석하여 향후 유사한 규제 정책결정과정 분석시, 도움이 되는 시사점을 도출하고자 하였다. 정책결정과정을 정책의제설정, 정책형성, 집행정책 형성단계로 구분하고, 각 단계에 대응하는 문제의 흐름, 과정의 흐름, 정책의 흐름, 정치의 흐름, 정책참여자 및 정책의 창 등을 분석변수로활용하였다. 기존 사전규제 위주의 규제방식은 4차 산업혁명관련 신기술의 빠른 변화에 부적합하여 규제혁신이 시급하다는 문제의 흐름이 있었고, 더불어민주당 대선캠프에서 4차 산업혁명에 대비하여 혁신성장 도모와 경제위기 탈출을위한 대안으로 규제샌드박스를 도입하려는 정책의 흐름이 있었다. 이후 문재인 후보의 대통령 당선이라는 강력한 정치의 흐름의 영향으로, 마침내 정책의 창이 열리면서 규제샌드박스정책이 정책의제로 채택되었다. 한편 부처별로 시행된규제샌드박스정책은 단기간의 정치적 판단에 의해 추진된 면이 있어, 향후 정책변동(Policy Change)이 예상되며, 집행정책 단계에서 제기되는 우려와 비판의견을 폭넓게 수렴하여, 정책 수용성을 높이기 위한 후속 조치들이 고려되어야할 것이다.
This study analyzed the Korean regulatory sandbox policy-making process adopting Kingdon's multiple stream framework. It was intended to analyze the political and social contexts that were led by whom and that influenced the process, and to derive helpful implications for future analysis of similar regulatory policy decisions. The policy-making process was divided into policy, policy formation, and implementation policy, and the stream of problem, process, policy, politics, - 655 - policy participant, and policy window were used as analytical variables. According to the analysis of the Korean regulatory sandbox policy-making process, there was a problem stream that it was inappropriate for the rapid change of new technologies related to the fourth industrial revolution as a pre-regulatory-oriented regulatory method. In addition, there was a policy stream at the Democratic Party's presidential camp to introduce regulatory sandbox as an alternative to promoting innovative growth and escaping the economic crisis in preparation for the 4th industrial revolution. Moon Jae-in after the president candidate of being elected president a policy window was opened by the effect of powerful political stream, finally the regulatory sandbox system was tabled on the policy agenda. The regulatory sandbox policy, which is currently underway by government departments, is urgently promoted, and policy changes are expected in the future, and needs to be supplemented in terms of policy acceptability by widely collecting concerns and criticism from the executive policy stage.
