본 연구의 목적은 공공, 민간영역에서 노인을 대상으로 서비스를 제공하는 의료, 복지, 행정 분야 종사자의 지역사회 통합돌봄에 대한 인식을 살펴보는 것이다. 최근 우리나라는 급증하는 노인돌봄 수요에 대응하기 위하여 노인이 살던 지역에서 계속 거주하면서 욕구에 맞춘 다양한 서비스를 이용하도록 하는 지역사회 통합돌봄 체계 구축을 위해 노력하고 있다. 인천시 역시 2022년 현재 세 개의 구가 인천형 지역사회 통합돌봄 시범사업을 추진 중이며, 그 외 구들도 각 지역에 맞는 자체 모델을 모색 중이다. 제도의 성공을 위해서는 이를 실제로 수행할 종사자들의 인식 이해가 필수적이다. 이에 본 연구는 인천시 A구에서 노인들에게 직접 서비스를 제공하는 종사자 17명을 대상으로 초점집단인터뷰를 수행하였으며, 이들이 생각하는 지역사회 통합돌봄이란 무엇인지, 성공을 위해서 해결해야 할 과제는 무엇인지 살펴보았다. 연구결과, 3개의 주제와 7개의 하위 주제, 56개의 의미 단위가 추출되었으며, 3개의 주제는 ‘기대와 우려가 공존하는 지역사회 통합돌봄’, ‘그렇다면, 무엇이 문제인가?’, ‘성공을 위한 준비’로 나타났다. 이를 바탕으로 본 연구는 지역사회 통합돌봄 사업의 성공적 안착과 운영을 위한 정책적 방안을 제안하였다.
The purpose of this study was to explore service providers’ perceptions of community care in Incheon Metropolitan City. To address the increasing needs of the aging population, the Korean government has attempted to develop a community care system that promotes the independent living of older adults in their own homes by providing need-based services. Following this trend, Incheon Metropolitan City is also developing its own community care services. However, little is known about service providers’ perceptions of and understanding of community care. Since frontline workers are often those directly delivering services to the elderly, their understanding of the service and its system is critical in affecting the quality of care. In this regard, we conducted focus group interviews with 17 service providers for the elderly in a wide range of settings, such as hospitals, nursing homes, non-profit service agencies, and public agencies. A qualitative analysis method was employed, and three main themes and seven subthemes were identified. The three main themes included “ambivalence about community care,” “what is the problem?” and “steps for success.” Additionally, implications for policy and practice are discussed.
