연구목적: 방산수출 시 정부･군･방산업체의 삼위일체 관점에서 현실태를 진단하고 K-방산 수출이 지속 발전되도록 정부･군･방산업체의 업무 개선방안을 제시하는 데 목적이 있다. 연구방법: 삼위일체의 개념, 방위산업의 정의, 방산수출 현황 등 이론적 배경과 전문가 인터뷰 자료를 활용한 문헌연구 및 질적연구를 수행하였다. 연구내용: 방산수출 시 삼위일체 관점에서 정부･군･방산업체의 역할을 분석하여 정부 주도의 방위산업 컨트롤타워 강화, 국가별 맞춤형 방산수출 전략 추진, 방산업체 대형화 및 통합화 추진, 방산 중소기업의 글로벌 부품공급망 참여, 군의 주도적 역할을 개선방안으로 제시하였다. 결론 및 제언: 방위산업은 국가전략산업으로 정부･군･방산업체의 삼위일체적 협력이 필수 조건임을 인지하였고, 향후에는 4차산업혁명의 첨단과학기술이 융합된 新 K-방산의 르네상스 부흥을 준비해야 한다.
The purpose of this study is to diagnose the actual situation from the perspective of the trinity of government, military, and defense companies when exporting defense and to suggest ways to improve the work of the government, military, and companies so that K-defense exports can continue to develop. For the research method, literature and qualitative research were conducted using theoretical backgrounds such as the concept of the Trinity, the definition of the defense industry, and the current state of defense exports and expert interviews. This paper analyzed the role of the government, military, and defense companies from the perspective of the Trinity in defense exports and suggested ways to strengthen the government-led defense industry control tower, promote customization and integration of defense companies, participate in global parts supply chain (GVC) of defense SMEs, and improve the military’s leading role in defense exports. The defense industry recognized that trinity cooperation between the government, military, and defense companies is an essential condition as a national strategic industry, and in the future, it should prepare for the revival of the new K-defense Renaissance, which combines advanced technology of the Fourth Industrial Revolution.
