현재 동해안은 해안침식으로 몸살을 앓고 있다. 지역주민들은 물론 지자체와 중앙정부에서도 문제의 심각성을 인식하고 여러 가지 방책을 논의하고 있으며 구상하고 있다. 그런 방책 가운데 일부는 정책화하여 적용 중에 있다. 그러나 어느 것 하나 제대로 된 해결책은 없는 상황이다. 해안침식의 원인은 분명하게 드러나는 것으로 보인다. 자연적 원인과 인위적 원인을 꼽을 수 있다. 해안침식에 대해 시민, 학계, 지자체, 정부는 대책을 마련하기 위해 머리를 맞대고 있다. 이러한 문제를 줄이기 위해 강원도청에서는 환동해본부를 두어 동해안 해안침식을 종합적으로 모니터링하고 있다. 관련 지자체들과 학계 전문가들이 함께 모여 대책을 논의하고 있다. 그러나 현재 지자체들은 해안침식의 문제를 해결하기 위해 주로 과학기술에 의존하고 있다. 이는 해안의 시설물을 둔 채로 과학기술로 해안침식을 막아보겠다는 생각이다. 과학기술이 문제를 해결하면 다행이지만 그렇지 못하는 경우도 많다. 그 이유는 지자체가 내놓은 과학‧기술적 방책이 한쪽의 문제는 해결했지만 다른 쪽에서는 더 큰 침식과 해양 재난으로 이어지기 때문이다. 과학기술이 해안침식 해결에 무용하거나 불필요한 것은 결코 아니다. 분명히 효과는 있다. 그러나 그것이 획기적인 대안인 것은 아니다. 결론적으로 해안침식의 원인은 기후변화, 인간의 욕심, 인간중심주의적 태도가 서로 복합되어 일어난 일이다. 지속가능한 발전을 위해서라도 우리 사회는 그동안 인간 행위의 판단 기준으로부터 한발 물러나 환경윤리를 다시 불러내야 한다. 환경윤리가 전제된 위에 과학기술이 더해질 때 지속가능한 환경을 만들 수 있을 것이다.
Currently, the East Coast is suffering from coastal erosion. Local residents as well as local governments and central governments are aware of the seriousness of the problem and are discussing and planning various measures. Some of these policies have been formulated and applied. However, there is no one right solution for either. The causes of coastal erosion appear to be clear. There are natural and man-made causes. According to what is know so far, climate change can be cited as a natural cause. Citizens, academics, local governments, and governments are putting their heads together to come up with countermeasures against coastal erosion. To alleviate these problems, the Gangwon-do Provincial Government established the Pan-East Headquarters to comprehensively monitor coastal erosion along the East Coast. Relevant local governments and academic experts are gathering together to discuss countermeasure. Currently, however, local governments are mainly relying on science and technology to solve the problem of coastal erosion. This is an idea to prevent coastal erosion with science and technology while maintaining coastal facilities. It is fortunate that science and technology solves the problem, but there are many cases where it does not. The reason is that the scientific and technology measures put forward by local governments solve one problem, but lead to greater erosion and marine disasters on the other. Science and technology are by no means useless or unnecessary in resolving coastal erosion. Clearly it has an effect. However, it is not a groundbreaking alternative. In conclusion, the cause of coastal erosion is a combination of climate change, human greed, and anthropocentric attitudes. Our society needs to recall the ethics that have taken a step back from the criteria for judging human behavior. When science and technology are added on top of the premise of ethics, a more livable environment can be created.
